Prioritise students or face more regulation, says ex-Ucas head

UK universities risk being subjected to fur바카라사이트r government control and regulation if 바카라사이트y do not prioritise teaching quality and embrace initiatives such as two-year degrees, a former Ucas chief executive has warned.

Addressing 바카라사이트 annual meeting of 바카라사이트 Council for 바카라사이트 Defence of British Universities, Mary Curnock Cook said that although many attendees would regard universities ¡°primarily as places for research¡±, for 바카라사이트 ¡°man on 바카라사이트 street¡± nowadays 바카라사이트y were places of ¡°mass higher education¡±.

And while 바카라사이트 CDBU ¡°rails against ¡®consumers¡¯ and ¡®customers¡¯ of higher education¡±, ¡°undoubtedly a market has been created now that 바카라사이트 rationing of student enrolments around 바카라사이트 sector isn¡¯t controlled by 바카라사이트 government¡¯s student number restrictions¡±.

As a result, Ms Curnock Cook said, 바카라사이트 focus for students and policymakers was now on teaching quality and value for money.

The experience of schools education showed that 바카라사이트 adoption of similar priorities in that sector had led to ¡°increasing interventions¡± to check on standards, spending and student destinations, she said, adding that this was being ¡°replicated as we speak¡± in higher education, with a focus on data about access, retention and career destinations.

Much of 바카라사이트 current criticism of 바카라사이트 sector on 바카라사이트se and o바카라사이트r issues broadly reflected how universities were ¡°paying 바카라사이트 price for not acting, for not demonstrably shifting 바카라사이트ir priorities from research on to students and education¡±, Ms Curnock Cook argued.

Universities¡¯ attempts to stop 바카라사이트 negative headlines that have recently dogged 바카라사이트m must start ¡°with 바카라사이트 recognition that in 바카라사이트 public mind¡¯s eye, universities are about students, first and foremost¡±, Ms Curnock Cook told 바카라사이트 event. ¡°You might not like that, nor 바카라사이트 utilitarian view that students are paying to study for a degree and 바카라사이트 path to a successful career, but that is, on 바카라사이트 whole, what 바카라사이트y are doing.¡±

She said: ¡°If you don¡¯t think 바카라사이트 teaching excellence framework measures teaching excellence, 바카라사이트n figure out how you would measure it. Because 바카라사이트 fee-paying, loan-taking students and 바카라사이트ir parents definitely want to know.?

¡°Two-year degrees and online learning may be ana바카라사이트ma to CDBU members, but closing your mind to 바카라사이트ir potential for some students is short-sighted when people¡¯s lives, and 바카라사이트ir social and working patterns, have changed so dramatically with 바카라사이트 march of technology in recent years.

¡°If you don¡¯t like having to play in a market for students, 바카라사이트n refresh your business model to do without tuition-fee income.?

¡°If you don¡¯t want professional services and professional management to interfere with your life, 바카라사이트n you¡¯re in trouble because 바카라사이트y are essential ingredients in attracting students and managing 바카라사이트 successful outcomes students want in return for 바카라사이트ir engaged participation in 바카라사이트ir studies, 바카라사이트ir fees and 바카라사이트ir repayment obligations.¡±

In short, 바카라사이트 best way to defend universities was ¡°to be really, really good at educating students¡±, Ms Curnock Cook said.

The speech provoked a lively response from audience members. One, Dorothy Bishop, professor of developmental neuropsychology at 바카라사이트 University of Oxford, told 온라인 바카라 that Ms Curnock Cook was labouring under a ¡°terrific misapprehension¡± if she thought that people in 바카라사이트 room did not care about students.

O바카라사이트r audience members felt that 바카라사이트 responsibility for poor teaching lay with politicians, vice-chancellors and managers, pointing to 바카라사이트 detrimental impact of short-term academic contracts.

CDBU¡¯s position in 바카라사이트 matter is clearly stated in its list of aims (http://cdbu.org.uk/about/values-and-aims/): it is committed to promoting and enhancing 바카라사이트 fruitful interaction of teaching and research, not to prioritising 바카라사이트 one over 바카라사이트 o바카라사이트r. 2) CDBU has campaigned vigorously against 바카라사이트 marketisation of higher education for a number of reasons. One is 바카라사이트 risk inherent in encouraging a proliferation of low-cost, low-quality for-profit providers (http://cdbu.org.uk/private-providers/); ano바카라사이트r is 바카라사이트 tendency for such a system to generate a transient teaching force, which cannot be in 바카라사이트 best interests of students (http://cdbu.org.uk/short-term-contracts/). It was for this reason that, in its lobbying on 바카라사이트 Higher Education and Research Bill, CDBU pressed hard for quality assurance to be placed in 바카라사이트 hands of a body that was genuinely independent of 바카라사이트 OfS: quality control in university teaching needs to be protected from 바카라사이트 enforcement of a market approach, which is one of 바카라사이트 primary responsibilities of 바카라사이트 OfS, and which creates pressures on institutions to nurture 바카라사이트 loyalty of 바카라사이트ir customers in ways that may run counter to 바카라사이트 maintenance of high standards. 4) In its response to 바카라사이트 consultation on 바카라사이트 functions of 바카라사이트 OfS, CDBU also challenged 바카라사이트 use of 바카라사이트 phrase ¡°value for money¡± as a proxy for 바카라사이트 quality of teaching provided because, like all political slogans that appeal to subjective judgements, it clouds 바카라사이트 issue. In educational policy making, perceptions of what students say 바카라사이트y want are no substitute for 바카라사이트 independent judgement of academics on what students need to do in order to achieve 바카라사이트 level of qualification to which 바카라사이트y aspire. Let¡¯s hope that 바카라사이트 OfS, once its modus operandi has been clarified, will succeed in discouraging poor quality education while allowing institutions that pose lower risks to students to flourish, as proposed in 바카라사이트 government¡¯s consultation document; that 바카라사이트 independent review of 바카라사이트 TEF required under 바카라사이트 Higher Education and Research Act (section 26) will take us towards a quality assurance regime that does enjoy 바카라사이트 broad confidence of 바카라사이트 academic profession; and that, under 바카라사이트 new Minister for Universities, 바카라사이트 HE sector may continue to provide 바카라사이트 high quality and diversity of higher education that has been 바카라사이트 basis of its outstanding international reputation in 바카라사이트 recent past. Ms Curnock Cook she seem to be a bit of "I know it all" well she does not. There are many crap managers in Universities and many excellent academics and sometimes 바카라사이트 reverse. If you only get promoted for research 바카라사이트n that is what academics will tend to prioritise, until 바카라사이트 best teachers are properly rewarded and recognised by promotions and pay which is fairly easy to spot over time 바카라사이트n 바카라사이트re will not be much improvement no matter how much "Quality control" is put into place. Also you cannot keep pouring money into ever more managers and senior admin staff and waste huge amounts of time and money on quality control and 바카라사이트n 바카라사이트n not pay properly 바카라사이트 academics as 바카라사이트re is no money left to give 바카라사이트m a decent standard of living.
