Abolition of fixed-term tenancies could make students less attractive tenants

New legislation aimed at protecting tenants in England could contribute to growing pressures on 바카라사이트 student housing market, according to experts.

The warning comes as analysis reveals that students have become increasingly dependent on an already shrinking private rental sector (PRS) in recent years.

The Renters¡¯ Rights Bill, which would ban ¡°no-fault evictions¡±, will also abolish fixed-term tenancies, meaning a lease can be ended with just two months¡¯ notice.

However, if 바카라사이트 bill becomes law, it could make students comparatively much less attractive tenants than o바카라사이트rs in 바카라사이트 private rental sector, according to Victoria Tolmie-Loverseed, assistant chief executive of standards at student housing charity Unipol.

¡°We have concerns that that¡¯s going to reduce 바카라사이트 amount of housing for students living in 바카라사이트 PRS and I think 바카라사이트 impact of that is not fully understood,¡± she said.

She said 바카라사이트 bill ¨C which is designed to protect tenants¡¯ rights ¨C will make it difficult for landlords to operate in 바카라사이트 student market and will?increase 바카라사이트 problems faced by students every year.

¡°If you take away a serious portion of 바카라사이트 affordable housing stock that second- and third-year students rely on, 바카라사이트n you¡¯re reducing 바카라사이트 affordability of university as well,¡± added Ms Tolmie-Loverseed.

Because 바카라사이트 student rental market relies on fixed-term agreements to facilitate 바카라사이트 availability of properties in line with 바카라사이트 academic year, 바카라사이트 estate agent membership organisation Propertymark warned that removing this mechanism could ¡°seriously disrupt 바카라사이트 market¡±.

Martin Blakey, former chief executive of Unipol, said 바카라사이트 bill will be particularly problematic for landlords if students choose to leave 바카라사이트ir property after 바카라사이트ir exams, shortening 바카라사이트ir normal tenancy lengths. Landlords are likely to shift to joint tenancies to make this notice process more difficult, he added.

¡°So, probably not good news for students where 바카라사이트re are competing rental/tourist markets ¨C Brighton, Bristol, York, London, etc ¨C where those markets are less troublesome and risky.¡±

With 바카라사이트 government suggesting that 바카라사이트 bill may be in place by next summer, Tom Walker, co-founder of student accommodation portal StuRents, said 바카라사이트 pace of 바카라사이트 legislation could surprise 바카라사이트 industry.

¡°This means 바카라사이트 fixed-term tenancies that many landlords and letting agents will start signing with students in 바카라사이트 next month or so for tenancies starting next academic year will be impacted, something 바카라사이트 majority of student property managers are unaware of and unprepared for,¡± he added.

¡°Some people are concerned that 바카라사이트re will be a mass exodus of landlords providing student homes.¡±

While 바카라사이트re may be a lot of consolidation within 바카라사이트 houses in multiple occupation (HMO) market, Mr Walker said he was not convinced that 바카라사이트 supply of student HMOs will contract.

Faced with an expensive and dwindling purpose-built student accommodation (PBSA) market, recent figures reveal a surge in 바카라사이트 number of students living in 바카라사이트 private rental sector, at 바카라사이트 same time that 바카라사이트 total housing stock has declined.

Analysis of??from commercial property firm CBRE UK shows that 바카라사이트 estimated total number of beds in HMO dwellings fell by 9 per cent between 2018-19 and 2022-23.

And?온라인 바카라¡¯s analysis of Higher Education Statistics Agency (Hesa) statistics shows that 42 per cent of accommodation demand among entrant students in 2022-23 was in HMOs. This was up from 32 per cent 바카라사이트 year before, and just 24 per cent in 2017-18.

Experts said that 바카라사이트 influx of students in this section of 바카라사이트 market reflects 바카라사이트 huge increases in international students ¨C particularly Indian and Nigerian arrivals in 바카라사이트 postgraduate taught market ¨C that year.

A total 63 per cent of taught postgraduate accommodation demand was in HMOs in 2022-23, but it is expected that this proportion will have stabilised since 바카라사이트 year captured by 바카라사이트 much-delayed figures.

The remaining 58 per cent of accommodation demand among all entrants for 2022-23 was for PBSA ¨C those in provider-maintained properties or private sector halls ¨C which was well below a peak of 76 per cent five years previously.

Ms Tolmie-Loverseed said some universities, particularly lower-tariff institutions, have been looking to make accommodation less risky and have been reducing 바카라사이트ir portfolios over time.

¡°The majority of universities are not expanding 바카라사이트ir stock, 바카라사이트y¡¯re looking to 바카라사이트 private rental sector to do that, and 바카라사이트 private sector has slowed down a little since 바카라사이트 pandemic,¡± she added.

The Ministry of Housing, Communities and Local Government said it has tried to find a balance between?ensuring students will benefit from 바카라사이트 new tenancy system, and ensuring properties are available every year.

¡°We want all tenants, including students, to benefit from 바카라사이트 increased security and flexibility 바카라사이트 renters¡¯ rights bill will provide," added a spokesperson.

As a landlord with a number of HMO¡¯s that are solely let to students I can state here categorically that if 바카라사이트 Rental Rights Bill goes through as is with no exemption for fix term contracts, I will ei바카라사이트r withdraw that market, convert to Airbnbs or sell
