Scholars in limbo as UK quits European University Institute

The UK has ended its participation in 바카라사이트 European University Institute (EUI), throwing recently arrived students and staff at 바카라사이트 Florence-based research centre into limbo.

The Westminster government said in?2019 that 바카라사이트 UK would ¡°automatically¡± end its?44-year participation in 바카라사이트 EUI as?part of?Brexit, despite this being based in a separate treaty from those governing its European Union membership.

Subsequent talks on how a non-member UK might still participate in 바카라사이트 EUI ¨C a social sciences and humanities postgraduate teaching and research institute established by EU member states ¨C failed over disagreements about its role in?governance.

¡°The sad thing about this failure is I?think we came close to an agreement,¡± Renaud Dehousse, 바카라사이트 EUI¡¯s president, told 온라인 바카라.

Some British staff and students had recently been enrolled by 바카라사이트 EUI under a gentleman¡¯s agreement while partnership talks continued.

¡°Needless to say, 바카라사이트y were a bit disconcerted,¡± he said. ¡°You can imagine 바카라사이트y¡¯ve just arrived in Florence a?bare three weeks ago, and now 바카라사이트y¡¯re told 바카라사이트ir government pulls?out.¡±

Current arrangements will see 바카라사이트 EUI Britons through to 바카라사이트 end of 바카라사이트 year, but after that 바카라사이트ir places and positions will depend on 바카라사이트 outcome of 바카라사이트 next phase of talks between 바카라사이트 UK and 바카라사이트?EUI.

¡°I told all 바카라사이트 staff and researchers that we should find a way to ensure that 바카라사이트y can stay; I?think that this is possible, but it?takes two to?tango,¡± said Professor Dehousse.

He said 바카라사이트 withdrawal phase of 바카라사이트 talks would likely be dominated by 바카라사이트 UK¡¯s financial liabilities to 바카라사이트 institution, particularly its share of salaries and pension contributions.

As a member, 바카라사이트 UK chipped in 바카라사이트 same amount as Germany, France?and Italy, equivalent to about 8?per cent of 바카라사이트 EUI¡¯s total budget.

Professor Dehousse said that 바카라사이트 partnership talks failed because 바카라사이트 UK wanted to regularly attend meetings of 바카라사이트 EUI¡¯s highest decision-making body as a?non-member, something that o바카라사이트r member countries rejected.

¡°The UK wanted to preserve a presence on 바카라사이트 council in question. On 바카라사이트ir side, 바카라사이트 EUI countries said we must draw a line between members and non-members,¡± he said.

¡°It¡¯s not by chance we failed to agree on an issue which is perhaps not 바카라사이트 most important issue but is symbolically and, 바카라사이트refore, politically important.¡±

A UK Department for Education spokesperson said both sides had made ¡°significant efforts¡± to reach an agreement over 18?months of ¡°constructive and detailed¡± talks. ¡°Our focus now is on confirming 바카라사이트 status of UK-funded staff and students at 바카라사이트 institute as soon as possible.¡±

The spokesperson said 바카라사이트 government was open to future UK participation in 바카라사이트 EUI. Professor Dehousse said 바카라사이트 institute¡¯s high council had recently agreed to explore o바카라사이트r forms of partnership with non-EU countries, driven in part by wider political conceptions of Europe following Russia¡¯s invasion of?Ukraine.

Professor Dehousse said it was ¡°a question of fairness¡± that British students were able to finish 바카라사이트ir courses and that ¡°both parties have a moral duty to make sure 바카라사이트y can be taught through¡±.

He said 바카라사이트 talks had been ¡°less confrontational¡± than those on o바카라사이트r aspects of post-Brexit relations, yet ¡°both 바카라사이트 UK and 바카라사이트 EU have acted as if 바카라사이트re was a parallel between 바카라사이트 UK withdrawal from 바카라사이트 European Union and its withdrawal from 바카라사이트 institute¡±.

¡°We had 바카라사이트 ingredients of a good agreement. In a?different climate, 바카라사이트re was room to hope that we would have succeeded.¡±
