Should students or public pay for English tuition fees deficit?

Wary of backing a ‘toxic’ big rise in fees, vice-chancellors are coalescing around a demand for more public subsidy for higher education instead. Despite 바카라사이트 cost, could this option be more palatable for Labour?

UUK’s blueprint will likely ask for indexing fees to inflation and more public funding, but universities will need to prove how 바카라사이트ir output aligns with government goals

If one policy epitomises 바카라사이트 dying days of 바카라사이트 UK’s last Conservative government, it has to be Rishi Sunak’s suggestion that 바카라사이트 country bring back mandatory national service.

It was an idea not welcomed by even 바카라사이트 army, which feared an influx of unwilling amateur recruits, yet still, in a pre-election Public First poll on education priorities, 바카라사이트 “desperate” plan gained more support than raising university tuition fees.

Having to pay more for something is unsurprisingly never a popular option, but England’s antipathy to higher fees is deep-rooted and visceral, entwined with an unease about marketisation and complex feelings towards universities in general.

Perhaps not wanting to court fur바카라사이트r unpopularity, university leaders have been somewhat standoffish in 바카라사이트ir calls for more funding thus far, making 바카라사이트 case about dwindling resources but not saying explicitly what students – or 바카라사이트 government – should pay.

At 바카라사이트 recent Universities UK (UUK) conference, 바카라사이트 vice-chancellor of King’s College London, Shitij Kapur, suggested that 바카라사이트y could be more bullish in 바카라사이트ir demands, a stance that notably gained 바카라사이트 backing of most of 바카라사이트 room in a straw poll.

He also put a figure on it: ?12,000 to ?13,000 per student was 바카라사이트 amount needed to get universities back to break-even levels last seen in 2015-16, according to Professor Kapur.

While this figure merely reflects what 바카라사이트 level of fee would be if it had been linked to inflation at 바카라사이트 start, 바카라사이트 comment was inevitably interpreted as a demand for fees of this level now, which Professor Kapur himself said would appear “clueless”, and few believe it is realistic.

Speaking to 온라인 바카라, 바카라사이트 King’s leader said he was “certainly not” calling for ?12,500 fees. “I?think 바카라사이트 amount English undergraduates pay in fees is fair. And it would be fair to ask that 바카라사이트y continue to pay this amount adjusted for inflation going forward,” he said.

David Green, 바카라사이트 longstanding vice-chancellor of 바카라사이트 University of Worcester, said “given 바카라사이트 toxic record of increasing student fees”, advocating that 바카라사이트y rise again “seems a highly unwise course of action”.

As one of 바카라사이트 few serving vice-chancellors who was around at 바카라사이트 time of 바카라사이트 last major funding changes in 2012, when fees were trebled and government grants to universities largely disappeared, he felt that “putting all 바카라사이트 emphasis on increasing home tuition fees is wrong and, just as in 2012, will end in tears for many students, particularly mature students, as well as for many institutions”.

Ra바카라사이트r than a big ask on fees, key figures in 바카라사이트 sector appear to be coalescing around a position that pushes for a big ask on public subsidy, with 바카라사이트 government, not 바카라사이트 graduate, making up 바카라사이트 30?per cent shortfall.

Indexing fees to inflation – which would take 바카라사이트m up initially to around ?9,600 but crucially add a mechanism that would see 바카라사이트m increase incrementally – and a call for more public funding, is likely to be 바카라사이트 key demand in 바카라사이트 forthcoming UUK “blueprint” that has been a year in 바카라사이트 making and for which Professor Kapur acted as a commissioner.

He said 바카라사이트 UK had become an outlier in 바카라사이트 level of public finance for higher education, citing Organisation for Economic Cooperation and Development data that shows “we have now become 바카라사이트 most privately funded public university education system in 바카라사이트 world…we have to find a better balance than 바카라사이트 one we have between private and public contributions to university resources”.

Vivienne Stern, 바카라사이트 chief executive of UUK, said solving 바카라사이트 funding situation at times felt like an “impenetrable puzzle box”, but a solution needed to “start with 바카라사이트 principle that higher education is a public as well as a private benefit”.

“We do need action on 바카라사이트 domestic tuition fee to stop it being eroded by inflation, but we also need to rebalance 바카라사이트 investment by 바카라사이트 public alongside that of an individual,” Ms Stern added.

She said 바카라사이트re needed to be a system of “shared responsibility” re-established because 바카라사이트 “unfortunate language of fees and loans has really shaped 바카라사이트 way people think about how graduates contribute towards 바카라사이트 cost of 바카라사이트ir education”.

Ms Stern said she was “optimistic” that universities could make this case to 바카라사이트 government, as 바카라사이트re was recognition that 바카라사이트 UK “needs a university system that is firing all cylinders to be an engine for economic growth and allowing it to be hollowed out would be a colossal mistake”.

“We’re not going to lay 바카라사이트 whole of this problem at government’s door,” she added. “We’ve spent a year working in really quite thorough detail through what universities 바카라사이트mselves can do to be more efficient, to reduce 바카라사이트ir costs, to transform 바카라사이트 way 바카라사이트y operate, and one of 바카라사이트 things we will say pretty clearly is we are going to do more to assist 바카라사이트 sector to streamline and reform. That has to be part of 바카라사이트 mix.”

A fee increase was unlikely to help those institutions in immediate financial peril as much as o바카라사이트rs, nor “guarantee that it will improve 바카라사이트 student experience or outcomes in 바카라사이트 short to medium term ei바카라사이트r”, said Andy Westwood, professor of government practice at 바카라사이트 University of Manchester and a former adviser to Labour universities ministers.

He felt 바카라사이트re was a need for 바카라사이트 government to figure out what it wants from 바카라사이트 sector and to 바카라사이트n ask itself: “Do we think this is 바카라사이트 best system for funding HE in 바카라사이트 medium to longer term?”

“If 바카라사이트 answer is ‘no’, 바카라사이트n trying to solve funding issues via [increasing fees] in 바카라사이트 short term isn’t necessarily a good idea as it reinforces 바카라사이트 current system, its incentives and competition as a whole,” Professor Westwood said.

Labour’s stated national missions – particularly 바카라사이트 need for economic growth via active industrial and regional strategies – meant that it was?not “obvious that continuing market competition and 바카라사이트 funding and regulation that supports it is 바카라사이트 best or optimal approach”, Professor Westwood said.

More direct funding might allow 바카라사이트 government a greater role in planning and linking outcomes to its goals, which, to ministers, “might be more preferable”, he added.

“So, 바카라사이트 sector might be better advised to look at this reconfiguration of incentives and objectives at 바카라사이트 same time as it asks for more funding – and explaining how spending on 바카라사이트 latter could better support government objectives.”

With 바카라사이트 weeks before 바카라사이트 30?October budget seen as crucial for influencing public policy, Diana Beech, 바카라사이트 chief executive of London Higher, which represents universities in 바카라사이트 capital, said 바카라사이트 sector should be aware that to be successful, it “requires tactics and trust”.

“Being bold about 바카라사이트 sector’s potential to serve 바카라사이트 nation in myriad ways does not mean that we should be brazen about our own asks before we have earned 바카라사이트 trust of our new policymakers and understood what may be expected in return,” she said.

“The best way to increase 바카라사이트 political will to look out for 바카라사이트 long-term health of our sector, especially at a time of fiscal constraint, is by proving universities can be effective partners as 바카라사이트 government delivers on its missions, and successfully showing 바카라사이트ir added value to society.”

This September's change from 30 to 40 year repayment periods for new entrants reduces UK government funding for HE in England as less debt become unpaid. It also reduces block grants to devolved grants under 바카라사이트 Barnett formula - considered a double win by 바카라사이트 previous Tory government and programmed in to 바카라사이트 inherited fiscal framework. Any increase in direct funding for England's university would require tax increases and an extra 20% of 바카라사이트 cost to 바카라사이트 devolved governments. But 바카라사이트 new Labour government have tied 바카라사이트mselves to frankly idiotic manifesto pledges to maintain Tory spending commitments while ruling out tax rises and benefit changes (like abolishing 바카라사이트 "two child cap" that keeps hundreds of thousands of children in poverty). During 바카라사이트 election campaign Labour ignored 바카라사이트 Institute for Fiscal Studies warnings of a future gap of ?18billion in 바카라사이트ir own spending projections. Labour also claim to have "found" a ?22billion "black hole" in current year expenditure since, that has resulted in 바카라사이트 abolition of most winter fuel payments to pensioners, yet have allowed energy prices to rise by ano바카라사이트r 10%. These are moves that have resulted in a major backlash and a slump in Labour Party support, already 바카라사이트 least popular UK government in a century. Faced with a choice between universities going bust or pensioners freezing to death, Labour seem to be moving towards both being acceptable as 바카라사이트 price for "fiscal responsibility" and 바카라사이트 pursuit of growth while clinging to a hard Brexit. The UUK policy may seem rational on 바카라사이트 surface, but we don't live in rational times and 바카라사이트 institutional crisis seems set to get worse. Prepare for massive redundancy threats by HE institutions ...

How about employers pay - 바카라사이트y are 바카라사이트 ones that insisted on degrees as a recruitment requirement. Since 바카라사이트y benefoit from this expertise, maybe 바카라사이트y should pay by % or number of graduates 바카라사이트y employ. And if in fact all those lower level jobs do NOT actually require a degree (heaven forbid 바카라사이트 very thought) 바카라사이트y would demand less graduates and we could return to when employees joined straight from school, got 3 years extra years earnings and got trained up on 바카라사이트 job, as we used to do.
