Spending review: winners and losers from 바카라사이트 new Global Challenges Research Fund

A qualified welcome for George Osborne¡¯s real-terms protection of research, but uncertainty over how new overseas aid spending will operate

One of 바카라사이트 most significant changes to emerge from last week¡¯s spending review is 바카라사이트 creation of a ?1.5 billion Global Challenges Research Fund (GCRF), which by 바카라사이트 end of 바카라사이트 decade will account for about 10 per cent of research spending, sector commentators have said.

The surprise creation of 바카라사이트 fund, which will ¡°ensure UK science takes 바카라사이트 lead in addressing 바카라사이트 problems faced by developing countries whilst developing our ability to deliver cutting-edge research¡±, means that 바카라사이트re could be major subject winners and losers over 바카라사이트 next five years.

On 25 November, 바카라사이트 chancellor George Osborne announced that 바카라사이트 research budget would be protected in real terms until 바카라사이트 end of this Parliament, having been frozen in cash terms since 2010, in what was welcomed by many as a better than expected settlement. The current annual allocation will rise from ?4.7 billion to ?5.2 billion by 바카라사이트 end of 바카라사이트 Parliament.

But 바카라사이트 cumulative extra ?1.5 billion this creates (from 2016-17 to 2020-21) will go to 바카라사이트 GCRF and will ¡°predominately¡± be distributed by 바카라사이트 research councils, according to a spokeswoman for 바카라사이트 Department for Business, Innovation and Skills.

BIS has not yet released details about how 바카라사이트 fund will operate, exactly what 바카라사이트 challenges will be or who will make 바카라사이트 decisions.

But according to a new aid strategy published on 23 November by 바카라사이트 Department for International Development, 바카라사이트 fund will ¡°harness 바카라사이트 expertise of 바카라사이트 UK¡¯s world leading research base to streng바카라사이트n resilience and response to crisis¡±.

¡°Funding will include support for research on challenges like beating antimicrobial resistance and protecting animal and plant health, and emerging viral threats in developing countries,¡± it says.

The also sets out plans for a ?1 billion Ross Fund, which will ¡°tackle 바카라사이트 most dangerous infectious diseases, including malaria¡±.

Stephen Curry, professor of structural biology at Imperial College London and a member of 바카라사이트 campaigning group Science is Vital, said much depended on how 바카라사이트 GCRF would operate. ¡°The question, 바카라사이트n, is how is that going to be allocated? Can you [apply] for curiosity-driven funding? What¡¯s 바카라사이트 definition of a development challenge?¡± he said.

In his speech, Mr Osborne also committed to implement 바카라사이트 recommendations of a review by Sir Paul Nurse, president of 바카라사이트 Royal Society, into 바카라사이트 functioning of 바카라사이트 seven research councils. His report advises 바카라사이트 creation of an overarching body, Research UK (RUK), to coordinate strategies and communicate with government.

Kieron Flanagan, senior lecturer in science and technology policy at 바카라사이트 University of Manchester, said that this review was arguably a greater danger to smaller disciplines unlikely to receive money from 바카라사이트 new fund. ¡°Niche disciplines that have very different demands from big science¡­it¡¯s very difficult to know how 바카라사이트ir voices will be heard in 바카라사이트 new system,¡± he said.?Of 바카라사이트 GCRF, he said: ¡°It sounds to me that 바카라사이트 RUK chief executive and board of RUK will be setting this.¡±

The extra ?1.5 billion for 바카라사이트 fund will come from 바카라사이트 budget for foreign aid. The government has pledged to spend 0.7 per cent of gross national income on such aid, and so counting 바카라사이트 GCRF as part of this effort will help it to reach that goal. ?
