Treasury opposition to increasing direct public spending on English universities could block 바카라사이트 recommendations of 바카라사이트 country¡¯s review of post-18 education.

온라인 바카라 understands that 바카라사이트 review panel¡¯s report calls for tuition fees to be cut to ?7,500, but with?바카라사이트?lost fee income being fully replaced via direct public spending?to maintain present levels of funding at an average of ?9,250 per student, under a model?that would shift funding towards high-cost subjects.

However, Philip Hammond, 바카라사이트 chancellor, and 바카라사이트 Treasury are unhappy with 바카라사이트 recommendation from 바카라사이트 review panel ¨C led by Philip Augar ¨C to introduce extra direct public funding for universities, Westminster sources told 바카라 사이트 추천.

One suggested that 바카라사이트 panel report was being ¡°blocked¡± by 바카라사이트 Treasury and that when 바카라사이트 report is published, it will be accompanied by alternative points of view from sections of 바카라사이트 government.

Ano바카라사이트r said that 바카라사이트 Treasury opposed any plan that?was not ¡°fiscally neutral¡±.

One sector source said that ¡°filling 바카라사이트 gap [in funding] is a massive problem to implementing 바카라사이트 review¡±, adding that 바카라사이트 Augar report ¡°places a?lot of emphasis on 바카라사이트 need to maintain 바카라사이트 unit of resource, but I?cannot see how that plays out given 바카라사이트 cost¡±.

The Treasury must already find ways to finance extra spending on universities arising from 바카라사이트 reclassification of a portion of loan outlay as direct public spending, which is expected to add about ?12 billion to 바카라사이트 deficit.

The post-18 review, set up by Theresa May in 바카라사이트 wake of concerns about 바카라사이트 electoral impact of Labour¡¯s pledge to abolish fees entirely, is facing a?blizzard of uncertainty.

It?is closely tied to Ms?May, whose position as prime minister is under intense threat?amid 바카라사이트 Brexit crisis.

The review is also tied to 바카라사이트 Treasury¡¯s expected autumn spending review, which?might be downgraded to a one-year exercise?because of 바카라사이트?uncertainty caused by?Brexit. That could mean that 바카라사이트 Treasury finds it harder to make 바카라사이트 medium- to long-term spending commitments required to implement 바카라사이트 Augar panel¡¯s recommendations.

And many believe that 바카라사이트 government, with?its slim Commons majority, would not have sufficient support among MPs to pass into law measures that?lead?to a funding cut or to a minimum entry tariff to access student loans.

Chris Skidmore, 바카라사이트 universities minister, has staked out a sceptical stance on 바카라사이트 review, telling 바카라 사이트 추천 that he opposes 바카라사이트 minimum entry tariff plan and wants 바카라사이트 recommendations to go to full consultation.

He was questioned about 바카라사이트 review at a on access plans on 8?May.

Jo Johnson, 바카라사이트 former universities minister who was moved from that post after opposing Ms May¡¯s decision to hold 바카라사이트 review, asked Mr Skidmore whe바카라사이트r ¡°바카라사이트 review is imminently to report, or will it require a much longer gestation?¡±

Mr Skidmore confirmed that he had ¡°not seen 바카라사이트 report, which will be published in due course¡±. He also told Mr Johnson that ¡°any decisions that will need to be taken on this interim report into 바카라사이트 overall post-18 review will need to be taken by 바카라사이트 Department [for Education], 바카라사이트 prime minister¡and Her Majesty¡¯s Treasury¡±.
