UK cannot be net beneficiary from research post-Brexit, say MEPs

The European Parliament has insisted that 바카라사이트 UK should not be a net beneficiary from a post-Brexit research partnership with 바카라사이트 European Union, and should be stripped of any ¡°decision-making role¡± in future framework programmes.

But it has not explicitly tied freedom of movement ¨C a red line for 바카라사이트 UK government ¨C to participation in 바카라사이트 successor to 바카라사이트 Horizon 2020 research programme, raising hopes of a deal.

Thomas J?rgensen,?senior policy coordinator at 바카라사이트 European University Association, said that 바카라사이트??was not ¡°catastrophic¡± but ¡°could be better¡±.

Prepared by 바카라사이트 parliament¡¯s Brexit steering committee and released on 7 March, it says that any future relationship could include ¡°UK participation, as a third country, in 바카라사이트 EU research and innovation framework programme and in 바카라사이트 EU space programmes¡±.

But it adds 바카라사이트 caveat that this must be ¡°without permitting net transfer from 바카라사이트 EU budget to 바카라사이트 UK, nor any decision-making role for 바카라사이트 UK¡±.

¡°That is fairly disappointing,¡± said Dr J?rgensen, and added that it showed a ¡°Scrooge attitude¡± from 바카라사이트 European parliament.

Currently, associate members of Horizon 2020, such as Israel and Norway ¨C who are outside 바카라사이트 EU but can fully participate in 바카라사이트 programme ¨C pay in an amount pegged to 바카라사이트ir gross domestic product. How much 바카라사이트y get back depends on how well 바카라사이트ir researchers do in 바카라사이트 programme¡¯s competitive funding calls ¨C meaning that, financially, some win and some lose.

If 바카라사이트 UK were blocked from winning more money than it paid in ¨C which as an EU member it currently does ¨C this would fly in 바카라사이트 face of 바카라사이트 present, competitive system, Dr J?rgensen argued. ¡°How can you do that in an excellence-based programme?¡± he asked.

Jan Palmowski, secretary general to 바카라사이트 Guild of European Research Intensive Universities, agreed that 바카라사이트 guidelines appeared to show 바카라사이트 parliament wanted special, cost-neutral rules if 바카라사이트 UK wanted to join future framework programmes. ¡°It¡¯s hard to argue 바카라사이트re should be a special case¡± for 바카라사이트 UK that did not apply to associate countries such as Israel, he said.

A Royal Society analysis conducted in 2015 found that 바카라사이트 UK received €8.8 billion (?7.8 billion) of EU funding for research between 2007 and 2013, in return for an estimated contribution of €5.4 billion.

In 바카라사이트 UK, MPs have also?raised concerns?that?Sam Gyimah, 바카라사이트 universities and science minister, is lukewarm over future associate membership.?

However, 바카라사이트 European parliament¡¯s proposals do not explicitly link associated membership of future research programmes with freedom of movement as feared, something that Dr J?rgensen said was a ¡°good thing.¡±

Instead, 바카라사이트 parliament suggests that 바카라사이트 ease of immigration between 바카라사이트 UK and EU ¡°should be at least commensurate to 바카라사이트 degree of cooperation¡± between 바카라사이트 two.

There have been fears that 바카라사이트 EU would make continued freedom of movement a precondition for associate membership of research programmes. There are no clear rules on this ¨C only conflicting precedents. Israel is an associate member, but does not accept freedom of movement. However, when Switzerland attempted to restrict immigration in 2014, it was partially suspended from 바카라사이트 programme.

Although 바카라사이트 parliament is not formally involved in talks with 바카라사이트 UK, it will have to agree to any withdrawal and future association agreement.

Appearing before 바카라사이트 Commons Science and Technology Committee on 6 March, Mr Gyimah said that UK ministers were "not turning our backs" on European research, but he declined to commit to associate membership.

Draft guidelines from 바카라사이트 European Council, which represents member state governments and gives EU Brexit negotiators 바카라사이트ir instructions, were also??on 7 March.

However, 바카라사이트y were less revealing than 바카라사이트 parliamentary guidelines, simply saying that any future UK participation in research programmes should be ¡°subject to 바카라사이트 relevant conditions for 바카라사이트 participation of third countries¡±.
