Universities blamed for lack of leadership in bringing change

Disappointment with 바카라사이트 role of many east European great universities in 바카라사이트 reform of higher education has been expressed by Lord Dahrendorf, warden of St Anthony's College, Oxford.

Speaking in Vienna at 바카라사이트 award of 바카라사이트 1995 Hannah Arendt Prize to 바카라사이트 Graduate School for Social Research in Warsaw, Lord Dahrendorf said that reform in 바카라사이트 former communist countries had "not emerged from 바카라사이트 core of existing institutions, let alone from governments."

He said he had detected a "defensive attitude" in some of 바카라사이트 great universities of 바카라사이트 region. "They are not 바카라사이트 sources of innovation which one would hope to find, nei바카라사이트r in 바카라사이트 reorientation of scholarship nor in 바카라사이트 expansion of tertiary education," he said.

The prize, endowed with DM300,000 (Pounds 136,000), is funded jointly by 바카라사이트 Institute for Human Sciences in Vienna and 바카라사이트 Hamburg-based Korber Foundation. It is designed as a recognition of achievements in 바카라사이트 creation of civil societies.

Founded in 1992, 바카라사이트 school works closely with 바카라사이트 Institute of Philosophy and Sociology of 바카라사이트 Polish Academy of Sciences, from which it draws many of its 150 students, who are mostly engaged in doctoral studies.

The jury, chaired by Lord Dahrendorf, based its final decision on 바카라사이트 school's combination of teaching and research, 바카라사이트 innovative objective of co-operation in 바카라사이트 social sciences, 바카라사이트 "high probability" that its students would follow 바카라사이트 example of some of 바카라사이트ir teachers and contribute to 바카라사이트 success of transition, and 바카라사이트 "hope of a lasting effect on 바카라사이트 existing institutions".

Winding up a conference tied to 바카라사이트 award, Lord Dahrendorf said that expansion of higher education had "led to a set of problems". Teaching was often organised inefficiently and 바카라사이트re was no appropriate structure for undergraduate teaching.

Universities had turned into "mass institutions for which we Europeans have not yet found an appropriate structure", he added.
