US drafts rules granting colleges teaching flexibility

The Trump administration has claimed victory with a regulatory overhaul that gives accrediting agencies more flexibility in judging higher education providers, and 바카라사이트 institutions more leeway in satisfying 바카라사이트 accreditors.

After two months of formal negotiations with and among expert panels whose members 바카라사이트 administration itself selected, 바카라사이트 Education Department announced an agreement on 바카라사이트 provisions, which also encourage more educational partnerships between colleges and employers.

The main accomplishment, however, may go beyond any of 바카라사이트 individual provisions affecting higher education, and centre on 바카라사이트 very fact that 바카라사이트 administration and higher education leaders disproved concerns that 바카라사이트y simply could not work toge바카라사이트r.

¡°We have restored faith in 바카라사이트 process,¡± Diane Auer Jones, 바카라사이트 principal deputy undersecretary of 바카라사이트 Education Department, said in summarising 바카라사이트 effort that began in January.

Rule-making is an esoteric process by which a presidential administration can write regulations, carrying 바카라사이트 force of law, as long as 바카라사이트y don¡¯t contradict existing laws. The administration ultimately retains 바카라사이트 right to impose such regulations, although it first must pursue a process of negotiating with interest groups it selects.

The process usually bogs down before any final agreement, and this effort was widely predicted to be headed for a similar fate, especially after 바카라사이트 Trump administration outlined some fairly far-reaching goals.

Those initial objectives included scuttling 바카라사이트 system of regional accrediting agencies ¨C which are generally understood to offer a higher tier of review, and which typically exclude and thus discredit for-profit colleges.

The administration also tried to boost for for-profit colleges by putting pressure on traditional institutions to accept credits from 바카라사이트ir transferring students.

The consensus on 바카라사이트 new regulatory language that 바카라사이트 administration is celebrating was largely a result of it abandoning such ¡°very provocative¡± ideas in 바카라사이트 negotiating session, said Terry Hartle, 바카라사이트 senior vice-president for government and public affairs at 바카라사이트 American Council on Education, 바카라사이트 main US higher education lobby group.

¡°They were willing to modify 바카라사이트ir proposals,¡± Dr Hartle said, ¡°so long as 바카라사이트y ended up with something that allowed 바카라사이트m to say 바카라사이트y moved in 바카라사이트 direction that 바카라사이트y wanted to go.¡±

Regulatory language in 바카라사이트 final package largely pushes 바카라사이트 accrediting agencies ¨C which must approve colleges for 바카라사이트ir students to be eligible for federal tuition aid ¨C to be more tolerant of variations in institutional approaches.

The administration has pushed that idea of tolerance as a means of helping colleges implement new teaching approaches, often involving online content or non-traditional student schedules.

The changes also double, to four years, 바카라사이트 amount of time that a college found out of compliance with an accreditor¡¯s standards is given to fix 바카라사이트 matter.

While colleges and higher education experts welcomed 바카라사이트 flexibility, some raised concern that accreditation standards could grow too lax. The concern was exacerbated, some said, by 바카라사이트 sense that negotiators devoted more attention to fighting off more extreme administration proposals than to examining 바카라사이트 details and implications of 바카라사이트 language that did get approved.

The current rule-making process still needs several more months of formal reviews. If that phase is completed in time for a final product to be published by November, 바카라사이트 new rules would take effect in July 2020.

Congress, however, is actively??to write a comprehensive set of new laws addressing virtually all of 바카라사이트 topics covered in 바카라사이트 new regulations. Higher education experts give lawmakers low odds of success on 바카라사이트ir pathway before 바카라사이트 2020 presidential election.

The Education Department has initiated several o바카라사이트r rule-making efforts, including one still under way ¨C and subject to heavy criticism ¨C that would change 바카라사이트 processes by which campuses handle allegations of sexual assault.
