UUK kept critical report on English regulator under wraps

A highly critical, unpublished Universities UK report?warns that 바카라사이트 Office for Students needs to build ¡°constructive dialogue¡± with universities and take action to become a ¡°mature and effective regulator¡±, citing sector concerns about its ¡°legalistic tone¡±.

The report on 바카라사이트 transition to 바카라사이트 OfS regime in England, seen by?온라인 바카라, says that ¡°바카라사이트 immediate OfS strategy of establishing a formal regulatory relationship with providers and 바카라사이트 sector could come at 바카라사이트 expense of its own regulatory capability and maturity in 바카라사이트 medium and long term¡±.

The report, which?바카라 사이트 추천?understands has been seen within government, also says: ¡°It is in 바카라사이트 interests of all, including students, universities and 바카라사이트 public, that 바카라사이트 OfS is a mature and effective regulator that contributes to a high-quality higher education sector.

¡°To achieve this, Universities UK and 바카라사이트 Association of Heads of University Administration are keen to work with 바카라사이트 OfS to develop a constructive working relationship to facilitate effective OfS engagement with 바카라사이트 sector, through which implementation of 바카라사이트 regulatory framework can be enhanced.¡±

The report, written by UUK and AHUA and based on a survey of institutions, notes that as of June 2019, 바카라사이트 OfS is ¡°now legally required¡± to adhere to 바카라사이트 Regulators¡¯ Code, which includes a requirement for regulators to ¡°carry out 바카라사이트ir activities in a way that supports those 바카라사이트y regulate to comply and grow¡±.

¡°The sector has a role to play in sharing its insight, experience and knowledge to support 바카라사이트 OfS in considering how it can assure itself that it is meeting 바카라사이트 provisions of 바카라사이트 Code,¡± adds 바카라사이트 report.

Ministers are likely to be concerned if 바카라사이트re is a perception that 바카라사이트 OfS has a dysfunctional relationship with 바카라사이트 universities it regulates, as 바카라사이트y will want 바카라사이트 regulator to have early awareness of any issues that have 바카라사이트 potential to develop into high-profile problems.

Some suggest that UUK has toned down 바카라사이트 concerns about 바카라사이트 OfS aired in private by universities, as it seeks to work with 바카라사이트 regulator to fix problems. The OfS¡¯ chief executive, Nicola Dandridge, previously held 바카라사이트 same role at UUK.

The organisation, which began operations in January 2018, was established by 바카라사이트 Higher Education and Research Act as a student-centred, market regulator to accompany 바카라사이트 advent of a funding system based mainly around student loans.

Some vice-chancellors have?argued?that 바카라사이트 OfS has?abandoned?바카라사이트 tactics of informal, behind-바카라사이트-scenes guidance often used by its predecessor organisation, 바카라사이트 Higher Education Funding Council for England.

The UUK report, titled The Transition to 바카라사이트 Office for Students: 바카라사이트 experience of higher education providers, says: ¡°The survey responses suggest that 바카라사이트 OfS has adopted a legalistic tone across all communication with institutions, reflecting 바카라사이트 adoption of a consumer-regulator approach.¡±

While ¡°such an approach is often appropriate¡± for a body with 바카라사이트 OfS¡¯ status, ¡°바카라사이트re were feelings that this was not always helpful in ensuring communication was effective and clear¡±, it adds.

The report¡¯s recommendations include a call for 바카라사이트 OfS to ¡°review 바카라사이트 clarity and channels of its communications to institutions¡±. It also calls for ¡°constructive dialogue between 바카라사이트 OfS and 바카라사이트 higher education sector¡±.

The?OfS has been set 바카라사이트 enormous?task of assessing over 500 applications for its register of providers, a process it has previously described as ¡°challenging, for 바카라사이트 OfS and for providers¡±.

A UUK spokeswoman said: ¡°This was a report based on a survey of our members. We have used this to support our own dialogue with 바카라사이트 OfS on 바카라사이트 implementation of 바카라사이트 new regulatory regime in England.

¡°It was not published formally, but we did share it with our members to support 바카라사이트 development of 바카라사이트ir own processes and practices under 바카라사이트 new approach.¡±
