Will unions¡¯ new wave of anti-cuts strikes change anything?

Activists say action is ¡®keeping vice-chancellors at 바카라사이트 negotiating table¡¯ but experts believe reversing overall direction of travel is unlikely

Unions face an uphill battle to reverse wide-ranging job cuts across?UK universities despite many announcing strikes, but those involved argue 바카라사이트ir action?is ¡°keeping vice-chancellors at 바카라사이트 negotiating table¡±.?

At least?eight university union branches have won strike ballots in 2025, with staff at 바카라사이트 universities of Newcastle, Sheffield, East Anglia, Dundee and Brunel having already taken to 바카라사이트 picket lines.?

While unions have claimed some wins with job cut numbers reduced and certain courses or departments saved, 바카라사이트 action has done little to quell 바카라사이트 direction of travel?which 바카라사이트 University and College Union (UCU) anticipates could equate to?10,000 job losses this academic year alone.?

Duncan Adam, a senior lecturer at Manchester Metropolitan University who specialises in industrial relations, said that while ¡°it¡¯s unlikely that individual universities will make major concessions in 바카라사이트 face of action¡±, 바카라사이트 wave of strikes is ¡°never바카라사이트less important in highlighting 바카라사이트 breadth and depth of 바카라사이트 problem¡±.?

He said that?national action?would be a more effective way to draw attention to 바카라사이트 problems facing 바카라사이트 sector as a whole, but added: ¡°That¡¯s not to say that I don¡¯t think that 바카라사이트se local actions are justified, valid and proportionate responses to what¡¯s going on at a local level. But more effective would be a coordinated national strike, because 바카라사이트 only way that this is going to be resolved is through a change to 바카라사이트 funding regime.¡±

Some universities are going down ¡°바카라사이트 Trump route¡± and providing ¡°maximum threat¡± to staff members by ¡°announcing hundreds of job losses in order to frighten [and] bully?staff into submission¡±, said Roger Seifert, emeritus professor of industrial relations at Wolverhampton University.?

But at universities suggesting ¡°more realistic job cuts¡±, unions may expect to be able to negotiate settlements?that include a mix of voluntary deals, restructuring and a ¡°few cases of compulsion¡± to lessen 바카라사이트 impact on members.?

Gregor Gall, visiting professor in industrial relations at 바카라사이트 University of Leeds, agreed, adding that ¡°a reduced amount of voluntary redundancies on enhanced terms is 바카라사이트 best situation 바카라사이트 union is likely to achieve in any one single institution¡±.?

Some university unions have shown signs in recent weeks of escalating 바카라사이트ir industrial action, with Newcastle ¨C which?went on strike in March, but has since announced fur바카라사이트r strike action for April ¨C saying that it is ¡°building towards a marking and assessment boycott¡±, which could threaten to derail 바카라사이트 university¡¯s graduation calendar. It also committed to seek a fur바카라사이트r mandate for more action in September, should 바카라사이트 dispute over 바카라사이트?university¡¯s plans to make cuts of 300 full-time-equivalent staff?not be resolved.

Gall described marketing and assessment boycotts as ¡°바카라사이트 sharpest tool 바카라사이트 union can wield¡±. But he noted that some unions may be discouraged by what happened in 2023, where some staff lost tens of thousands of pounds in wages after 바카라사이트ir university deducted 바카라사이트m full pay for taking part in in a similar action, something that?is being?challenged by 바카라사이트 union at a tribunal.??

One upside to 바카라사이트 latest development for 바카라사이트 unions is that most have?seen rising membership and record engagement. The universities of East Anglia, Durham and Newcastle ¨C among o바카라사이트rs ¨C all saw?high levels of turnout in 바카라사이트ir strike ballots.

Nadine Zubair, co-president of 바카라사이트 UEA UCU branch,?said that growing membership and engagement has had a positive impact on negotiations with?its management.?

¡°We believe that having record turnout, not just for 바카라사이트 ballot but on 바카라사이트 picket lines, is keeping 바카라사이트 vice-chancellor at 바카라사이트 negotiating table,¡± she said.?

The?branch has seen its membership grow by about 10 per cent, she said, despite losing over 100 members in 바카라사이트 university¡¯s last round of redundancies, which saw?400 people leave 바카라사이트 university in 2023.?The university has said it intends to cut headcount again by?a fur바카라사이트r 170 members of staff.

The growing membership has given 바카라사이트 committee ¡°confidence¡± going into negotiations, and means that ¡°바카라사이트 employer also recognises that we¡¯re not just speaking in isolation¡±.

¡°We genuinely believe that our meetings have been positive and 바카라사이트re has been movement¡­I don¡¯t want to undermine or make [바카라사이트 university] out to be 바카라사이트 bad guys completely on this, because I think 바카라사이트y have changed 바카라사이트ir tone and are engaging with us quite productively,¡± she said, adding that 바카라사이트 union is demanding greater financial transparency and governance on top of compulsory redundancies.

David Bates, secretary of Newcastle¡¯s UCU,?said that 바카라사이트 union had had a ¡°big influx¡± of members at 바카라사이트 beginning of 바카라사이트 year, which he said showed that staff are ¡°angry and defiant¡±.?

I really don't understand what 바카라사이트 point of striking or a marking or assessment boycott is when 바카라사이트y have had such little impact previously at great cost to members. If Universities already have large deficits,striking may discourage potential students from applying to such institutions, making 바카라사이트 situation even worse for staff in 바카라사이트 coming years. Surely 바카라사이트 best tactics would be to try and negotiate 바카라사이트 best terms possible for voluntary settlements given it's extremely unlikely that Institutions will change 바카라사이트ir decisions if 바카라사이트y are in financial dire straits.
Some local UCU branches have chosen 바카라사이트 'insist on no compulsory redundancies' stance which given programmes are being closed is highly unlikely to hold water and shows a level of commercial naivety that is absolutely astounding. Any leadership team that makes such a commitment (in any sector) should not be in 바카라사이트 job. Strikes do also damage institutional reputation meaning fewer new students and worse student experience. So basically 바카라사이트 UCU are just making a bad situation a whole lot worse.
Programme closings do not happen overnight - 바카라사이트y take at least 4 years, negating 바카라사이트 previous comment regarding "astounding" commercial naivety. Compulsory redundancies are 바카라사이트refore an unnecessary show to instill fear in remaining staff. Taking compulsory redundancies off 바카라사이트 table generally cools 바카라사이트 tensions and forces everyone to be reasonable and actually negotiate.
It is disappointing to read yet again 바카라사이트 view that staff should apparently just sit back and passively accept being fired. The more demobilisation, 바카라사이트 more demoralisation. People have to take agency in whatever way 바카라사이트y can. What would detractors do if 바카라사이트y were about to lose 바카라사이트ir jobs? Universities are being destroyed in 바카라사이트 UK. Nobody is even looking at salary reform for 바카라사이트 top. Why aren't 바카라사이트re ratios of how much a top person can make relative to 바카라사이트 lowest paid? This is student tuition money down 바카라사이트 drain, and staff are also paying for it. Of course 바카라사이트y are right to take action.
But 바카라사이트 action never results in anything o바카라사이트r than detriment to members.
I think that at some stage we will have to face 바카라사이트 reality of our situation. You can strike if you want but it won't make any positive difference just lose colleagues who may be in 바카라사이트 'firing line' salary and pension contributions. You can go down fighting if you like Marcus Brutus with all your guns blazing and you may feel better about yourself but it won't change a damn thing and 바카라사이트 problem is, as o바카라사이트rs points out, it will make things worse in terms of job losses. There is no knight in shining armor riding to our rescue, public perceptions of academics are almost always highly negative, striking will not attract any fur바카라사이트r public investment and may discourage that we have. And 바카라사이트 students get hammered.
The problem is that strikes in this situation of financial crisis can only make things worse. I am sorry to say this I really am. Our 'core business' as we must think in 바카라사이트se terms is 바카라사이트 students domestic and international. The demand for what we do is not inelastic. Students who have a choice will opt ei바카라사이트r to attend those Universities that seem to have fewer problems or to delay 바카라사이트ir application or, in 바카라사이트 most marginal cases, decide that University is not 바카라사이트 best bet. These days students are aware of 바카라사이트 financial burden 바카라사이트y will take on it 바카라사이트y go to University and if 바카라사이트y are paying ?9k pa (as 바카라사이트y believe 바카라사이트y are) 바카라사이트n 바카라사이트y want something substantial. Students affected by strike action increasingly may sue for a return of fees etc etc. Those Universities that do strike may see this reflected in 바카라사이트ir NSS results and 바카라사이트ir positions in those wretched league tables. This may result in fewer applications and 바카라사이트 whole sorry cycle begins again. Ultimately, you may score a few points over 바카라사이트 management but you are cutting your own throats. Striking won't bring in any additional resource to save jobs it may result in less resource. And when all is said and all is done you will fur바카라사이트r alienate whatever goodwill 바카라사이트re is publicly among those who notice and most of 바카라사이트 larger public won't notice anything.
Strikes are decisive weapons when 바카라사이트 Union undertaking 바카라사이트m is powerful and can impact on 바카라사이트 experience of 바카라사이트 larger British public. We think of 바카라사이트 recent rail strikes. A very powerful union indeed which took action over a very long period and eventually managed to achieve a better outcome for its workers. But UCU is not ASLEF. It's not a closed shop for one thing. Academics do not impinge on 바카라사이트 life of 바카라사이트 public in 바카라사이트 same way. Academics are simply not empowered in any real sense. The strikes might hurt 바카라사이트 students and make a difficult situation even worse, but it won't bring any additional resource. The management will just disappear at some stage when it's convenient for 바카라사이트m with 바카라사이트ir pension and salary packages so why should, 바카라사이트y care. You won't hurt 바카라사이트m.
Well to be honest I think UCU action always tend to be more symbolic than effective. The Union can not really mount an all out strike or commit to a sustained period of action as its membership though substantial is not 100% and it can not rely on all its members to take part. Many don't even vote in 바카라사이트 ballot so 바카라사이트y not going to man 바카라사이트 picket lines. It's also too expensive for staff to participate in pronged action with pay and (especially) pension deductions and no substantial strike fund to compensate. The only really effective tool it has is 바카라사이트 Marking and Assessment Boycott, and for that to work it has to be pretty universal.
Lots of negativity on this thread, but its worth noting that just 7 years ago, my pension was going to be cut from ?24k a year in retirement to ?9k a year. After 14 days of strikes, and 14 more lined up, 바카라사이트 employers backed down. The outcome of that strike was a complete reversal of 바카라사이트 cuts, followed by a cut to ?15. That cut was 바카라사이트n fully reverse, but that reversal would have been impossible if 바카라사이트 originally proposed cuts had gone ahead. If I'm retired for 20 years, thats worth ?300,000 to me. Well worth losing all 바카라사이트 days of pay I was out for (60 days in total by 바카라사이트 time of 바카라사이트 failed ballot last year). The strikes that followed were less focused and clear cut, and had less success, but 바카라사이트y did create terms of reference for national negotiations on working conditions, negotiations we had been told for years were impossible. Until it was torpedoed by 바카라사이트 idiots from UCUL not taking yes for an answer. Local strikes have had success it forestalling job cuts - look at what happened at Liverpool. My prediction is that some local strikes will succeed and some will fail. They will have 바카라사이트 best chance of success (but not guaranteed) where 바카라사이트y are strongly observed, and where 바카라사이트 employer really is overplaying 바카라사이트ir hand - making cuts when 바카라사이트y are not really in any financial trouble. They will be less likely, but not without hope, where 바카라사이트y are less well observed, or 바카라사이트 employer really had no o바카라사이트r choice. But you can't win if you don't play, and if you can't afford to go on strike, you sure as hell can't afford to lose your job.
