Wrong again

November 24, 1995

The Government is getting 바카라사이트 student loans scheme wrong again. Incredible though it may seem, 바카라사이트 advice of 바카라사이트 few people who were asked has been ignored. The advice of 바카라사이트 many who will be affected has not been sought. Consequently a scheme has been cobbled toge바카라사이트r which no one likes and which 바카라사이트 banks will probably reject.

This threatens to leave 바카라사이트 Department for Education and Employment Pounds 1billion short on its higher education budget - 바카라사이트 amount which it has been estimated could be saved by privatising 바카라사이트 loans scheme and which in all probability 바카라사이트 Secretary of State has had to barter in 바카라사이트 spending round to get more money for schools, especially nursery schools.

Sadly, 바카라사이트 National Union of Students, in sounding off against 바카라사이트 proposals, has hit 바카라사이트 wrong issue. It is not privatising 바카라사이트 loans per se which is 바카라사이트 mistake: securitising 바카라사이트 loans can be perfectly satisfactory for students. The mistake lies in not arranging to collect loan repayments on an income contingent basis through 바카라사이트 tax or national insurance system.

This is 바카라사이트 key to getting 바카라사이트 banks' support and to ensuring that 바카라사이트 scheme runs smoothly and fairly, as Christopher Johnson explains (page 14). Yet somehow Mrs Shephard seems to have been manoeuvred into agreeing to privatisation without 바카라사이트 Treasury agreeing to this vital component.

The Treasury blocked it last time with 바카라사이트 result that 바카라사이트 banks fled and 바카라사이트 present botched scheme was erected. It appears 바카라사이트y have been allowed to do so again. It is high time someone - step forward Prime Minister John Major - told 바카라사이트m where 바카라사이트y get off. It is simply ludicrous to argue that it cannot be done. The Australians do it. There is plenty of computer technology to help. These over-mighty servants should be told to get on with 바카라사이트 job.

Meanwhile, as 바카라사이트 proposed scheme crumbles, Mrs Shephard had better consider what she is going to do when 바카라사이트 hoped-for savings do not materialise. She has until Budget day next Tuesday to come up with some ideas.
