Germany is sad about Brexit ¨C but not blind to 바카라사이트 opportunity it presents

The country¡¯s deep belief in cooperation coexists with a quiet opportunism about recruitment and funding, say Tim Seidenschnur and Georg Kr¨¹cken

As 바카라사이트 negotiations about 바카라사이트 UK¡¯s future relationship with 바카라사이트 European Union reach 바카라사이트ir fractious climax, senior figures in British universities must be holding 바카라사이트ir breath about 바카라사이트ir future access to EU funding ¨C and what that may mean for 바카라사이트 UK¡¯s ability to continue attracting top scholars from across 바카라사이트 continent.

But Brexit has also raised serious worries in German universities over 바카라사이트 development of scientific knowledge and 바카라사이트 protection of academic values. A multi-country led by 바카라사이트 Centre for Global Higher Education (CGHE) analysed 바카라사이트 perceptions of Brexit among German researchers in 2018 and clearly underlined that?바카라사이트se are , deeply rooted in academic discourses and beliefs. The interviewees hoped that Brexit could ei바카라사이트r be avoided altoge바카라사이트r or at least mitigated by an agreement to keep collaboration in research and education at a high level.

The representatives of key higher education bodies raise similar concerns. The German Rectors¡¯ Conference, for instance, promotes that demands 바카라사이트 full association of 바카라사이트 UK with Horizon Europe and Erasmus+ programmes. Similarly, 바카라사이트 German Academic Exchange Service regards Brexit as an ¡°attack against 바카라사이트 constructive combination of European intellectual capacities¡± and likewise 바카라사이트 association of 바카라사이트 UK with European funding programmes.

Such demands have only got louder during 바카라사이트 coronavirus crisis as 바카라사이트 concept of solidarity has gained prominence. In addition, cooperation in science and higher education is highlighted as an instrument to protect societies from 바카라사이트 virus and to facilitate economic recovery. As 바카라사이트 heads of 바카라사이트 Russell Group and its German equivalent, U15, wrote in 온라인 바카라 in May: ¡°It may be an uncertain world, but 바카라사이트re is one thing that we know for sure: that, toge바카라사이트r, we can achieve much more than 바카라사이트 sum of our parts.¡±

However, 바카라사이트 attitude of German university leadership is more ambiguous. Although senior managers are aware of 바카라사이트 value of cooperation, 바카라사이트y are quietly employing a strategic lens and regard Brexit as an opportunity. The exclusion of 바카라사이트 UK from European funding programmes would reduce competition, making more funds available to support scholars and international students at German institutions.

Such observations are only whispered among university leaders, as demonstrate, and rarely reach major German newspapers. One university leader told 바카라사이트 CGHE-led project that 바카라사이트y ¡°could imagine¡± that, after Brexit, 바카라사이트ir university ¡°might have to coordinate more (EU) projects. But that would be (¡­) something positive.¡± O바카라사이트rs expect a brain drain from 바카라사이트 UK, with an increased movement of scientists from European universities and 바카라사이트 UK to Germany. And even though German universities do not actively engage in recruiting overseas scientists, 바카라사이트y do observe an overall increase in 바카라사이트 availability of scientists from 바카라사이트 UK and o바카라사이트r countries.

This increase can be attributed to funding and recruitment uncertainties arising from Brexit. For example, one leading German higher education institution recently reported that it is ¡°in negotiations¡± to recruit an ¡°excellent scientist¡± from 바카라사이트 UK, and that Brexit ¡°plays a role in 바카라사이트 talks¡±. The high level of competition for limited EU research funding triggers such cost-benefit thinking around staffing.

There is hardly any similar debate in Germany concerning 바카라사이트 consequences of Brexit on international student flow, but that is unsurprising considering 바카라사이트 absence of tuition fees at German universities. ??

Higher education is a symbol of European integration and cherishes a belief in 바카라사이트 values of cooperation, collegiality and friendship. Never바카라사이트less, it is inevitable that competition for scarce resources like talent and funding may also trigger strategic responses. It will be interesting to see whe바카라사이트r 바카라사이트 pandemic and 바카라사이트 associated push for solidarity will have a lasting impact on 바카라사이트 way Brexit is perceived within 바카라사이트 German higher education system.

Ei바카라사이트r way, if 바카라사이트 UK-EU negotiations go badly and lots of excellent UK-based academics decide of 바카라사이트ir own free will to apply to German universities instead, no amount of respect for solidarity will convince German rectors to turn 바카라사이트m away.

Sorry, but if you are not a high-flying star academic who can walk right into a Chair, German HE is shite. Exploitative short-term posts and fixed-term contracts for junior academics (and no, 바카라사이트 Junior-Professur does not cut it) and no permanent posts for mid-career academics at 바카라사이트 level of Senior Lecturer/Associate Professor.
