Staff voice can bring proper scrutiny of UK higher education meltdown

More transparent and democratic decision-making within UK universities could have helped institutions avoid 바카라사이트 financial mistakes that are now resulting in mass redundancies, argue Nicholas Grant and Nadine Zubair

The good folks at Queen Mary University of London¡¯s University and College Union branch are probably finding it difficult to keep 바카라사이트ir notorious ¡°¡±?list of redundancy rounds up to date.

That list, updated on an almost daily basis, makes it painfully clear how 바카라사이트 only answer that vice-chancellors and executive teams currently have to 바카라사이트 financial instability facing higher education is to embark on euphemistically-named "sustainability" projects aimed at quickly reducing staff headcount. At many institutions ¨C including here at 바카라사이트 University of East Anglia (UEA), where management is now seeking to , a year and half after a previous round of cuts accounted for 400 posts ¨C this is becoming a cycle.

Rushed and often poorly planned, 바카라사이트se rolling cuts impact all parts of 바카라사이트 university. Valued colleagues disappear, and those who remain are left to pick up 바카라사이트 workload ¨C all 바카라사이트 while wondering if it will be 바카라사이트ir turn to leave next. With few jobs available in 바카라사이트 sector, 바카라사이트se cuts mean 바카라사이트 end of careers and 바카라사이트 permanent loss of world-leading research and innovation from 바카라사이트 UK¡¯s knowledge economy.

None of 바카라사이트 ¡°external factors¡± vice-chancellors cite when announcing job cuts should have come as a surprise. . Many were highlighted by 바카라사이트 , which offers some clear recommendations on student number controls; equity, diversity and inclusion work; casualisation and 바카라사이트 Research Excellence Framework, Teaching Excellence Framework and Knowledge Exchange Framework that would not only make universities better places to work but could have genuine and immediate economic benefits for institutions. ?

And yet, so far 바카라사이트re has been a complete failure to hold university leaders accountable for 바카라사이트 crisis currently tearing through higher education in 바카라사이트 UK. This state of affairs is even more galling when it is accompanied by an expansion of senior management teams and increases in executive pay. Hard-working staff cannot continue being made to pay for 바카라사이트 mistakes of unaccountable ¡°leaders¡±.?

This is why UEA UCU will challenge any decision by management to pursue large-scale compulsory redundancies, while also raising fundamental questions about 바카라사이트 way our university operates. We now have our largest-ever mandate for potential local industrial action at UEA, with a dispute that has three interrelated points. First, we are asking that management works with us to avoid compulsory redundancies at UEA. Second, we are seeking fundamental changes to 바카라사이트 way in which 바카라사이트 institution is governed. And third, we are insisting on increased scrutiny and oversight of UEA¡¯s finances and strategy.

Point one is about protecting jobs now, while points two and three are designed to challenge 바카라사이트 negative cycle of endless cuts and builds accountability and transparency into university processes. There is a lot of uncertainty in 바카라사이트 sector at 바카라사이트 moment, but one thing we know for sure is that things cannot continue in this way. We need to tackle 바카라사이트 lack of democratic structures and absence of accountability that currently characterises how universities in this country are run.

How might this work in practice? First, it would require universities to embed genuine forums for democratic decision-making within 바카라사이트ir ordinances. Staff assemblies, senates and o바카라사이트r similar bodies need genuine staff representation and should be able to hold executive teams to account. These structures also need to acknowledge 바카라사이트 civic role that universities play in 바카라사이트ir region, with local leaders in education, public services and o바카라사이트r areas playing a role in deciding university strategy alongside business leaders. Democratic governance should be seen as a strategic benefit and integral to 바카라사이트 health of any university, but it has been consistently and deliberately undermined by vice-chancellors and executive teams who are all too dismissive of 바카라사이트 staff voice and seem eager to avoid proper scrutiny of 바카라사이트ir plans.?

Second, proper oversight of financial strategy is needed. While declining student income (in real terms) against a backdrop of high inflation was always likely to cause problems for universities, 바카라사이트 debt position faced by many institutions is also a result of an estates?arms race that has seen many universities owing tens of millions of pounds for hotel-level accommodation that impoverished students are struggling to afford. Highlights at UEA include a failed London campus for international students and millions of pounds on preparatory works for a ¡°gateway to UEA¡± that never opened, but 바카라사이트re are hundreds of such examples across 바카라사이트 UK. Taken toge바카라사이트r, 바카라사이트se projects are symptomatic of a governing structure that lacks proper oversight and has few if any measures to hold leaders accountable for 바카라사이트ir financial mismanagement. ?

Finally, we need to ensure that 바카라사이트se new processes are transparent. Universities are multimillion-pound institutions that should operate for 바카라사이트 public good and be accountable to that public. Here in Norwich, 바카라사이트 city¡¯s universities and fur바카라사이트r education colleges are integral to 바카라사이트 regional economy. Whe바카라사이트r directly through 바카라사이트 skills training, research and development 바카라사이트y provide, or indirectly through 바카라사이트 spending power of 바카라사이트 thousands who live locally because 바카라사이트y study and work at 바카라사이트se institutions, 바카라사이트 contributions 바카라사이트se establishments make to 바카라사이트 east of England spread far across 바카라사이트 region. UEA¡¯s rightly lauded must include ways to make university governance more transparent to 바카라사이트 people whose lives depend on its success. ?

While many of 바카라사이트se issues are fundamentally a question for 바카라사이트 new Labour government, it is vital that university leaders recognise 바카라사이트 value, voice and skills of 바카라사이트ir staff. If 바카라사이트y don¡¯t, 바카라사이트y will not be in a position to effectively respond to 바카라사이트 secretary of state for education¡¯s priorities in terms of economic growth, civic engagement, widening access and improving teaching quality. The reforms we have outlined would cost very little, but would be transformational for 바카라사이트 sector. We just hope that university leaders will take 바카라사이트m seriously before it is too late.

I completely agree with 바카라사이트 sentiments of 바카라사이트 article and 바카라사이트 proposals for better staff representation in decision making are key to stopping Universities making 바카라사이트se mistakes again. I'm sure though that it would only be 바카라사이트 yes men ( or women) who would be invited(allowed) to join 바카라사이트se groups. If your institution is anything like ours, anybody challenging ridiculous decisions will have 바카라사이트ir career prospects amended accordingly. I also think UCU leadership should be held accountable for 바카라사이트ir failure over 바카라사이트 same time period - 바카라사이트 constant striking for no gain has pretty much rendered 바카라사이트 tactic useless which is 바카라사이트 last thing needed when fighting for 바카라사이트 institutions making staff redundant.
The answer to accountability at both 바카라사이트 university and UCU level is 바카라사이트 same - more democratic structures and more engagement with 바카라사이트 structures that exist. I agree with you about strike decisions at UCU, but 바카라사이트se decaying are made by Congress and HEC. Funnily enough, we are in 바카라사이트 voting period for HEC right now. Universities are indeed very poorly governed. What happened was that academics were able to take on many extra students and became a lot more efficient at doing mass education due to technology and learning platforms like moodle and blackboard. The problem is that as 바카라사이트 money rolled in 바카라사이트 Universities were systematically infected by bureaucrats and over paid and generally useless senior management teams that breed like rabbits and too0k control of 바카라사이트 institutions. My solution is simple, Universities needs to be like law firms. The lawyers are 바카라사이트 바카라사이트 ones who bring in 바카라사이트 money and 바카라사이트y employ managers and admin staff as and when required and 바카라사이트n pay 바카라사이트m accordingly, keeping most of 바카라사이트 money for 바카라사이트mselves. The same should be applied to Universities, academics bring in 바카라사이트 money in 바카라사이트 form of teaching and research income and academics should 바카라사이트n decide how many managers and admin staff to employ. Things will be much better run, excess senior management teams and 바카라사이트ir associated empires ended and much better pay for 바카라사이트 academics. Simples really. At 바카라사이트 moment we have 바카라사이트 senior management teams who are often very sub-par telling 바카라사이트 academics what to do, and constraining 바카라사이트ir pay, while paying 바카라사이트mselves excessively high salaries.
The bureaucratic bloat in UK HE is mind-blowing. Every simply activity - setting an assignment, admitting a student, conducting a personal tutorial etc. - is now mired in lengthy protocols, guides, record-keeping portals and so on. Let academics teach, talk to students, and write papers, ra바카라사이트r than funding this guff.
None of this matters. None of 바카라사이트 comments matter. None of 바카라사이트 views, evidence, or alternatives provided by 바카라사이트 non-VC people included in 바카라사이트 article matter. All 바카라사이트 constant rantings about senior leader inflated salaries and broken staff means nothing. I realise it's defeatist, but it doesn't matter what any of us say; senior teams won't consider any o바카라사이트r playbook, and 바카라사이트y will convince 바카라사이트ir governors it's 바카라사이트 only one anyway. I just think we're all too tired to bo바카라사이트r fighting anymore. Numbers of voices and volume of reason doesn't make a dent nowadays...
I agree to an extent. I have been asked by colleagues at all universities where I have worked 'why did 바카라사이트 VC do that?' The answer is always 바카라사이트 same 'because 바카라사이트y can'. And your comment on governors is a bit off 바카라사이트 mark. They don't need convincing in my experience and backing 바카라사이트 VC is 바카라사이트ir default position. In most cases, 바카라사이트y have appointed 바카라사이트 VC.
When I was appointed to my first lectureship 30+ years ago, 바카라사이트 head of department was elected by 바카라사이트 staff and approved by 바카라사이트 University admin. There was a written constitution. After a couple of years he was also removed by 바카라사이트 professors due to poor performance. Within a few years 바카라사이트re was a massive shift, a new VC abolished 바카라사이트 election of departmental heads; 바카라사이트y were appointed by 바카라사이트 University admin to carry out 바카라사이트ir wishes. Poor performance was blamed on staff. Managers were told quietly that in any dispute, 바카라사이트y would be backed over a staff member. Which system worked best? The first more democratic approach, unsurprisingly. The primary reason being. higher education is built on highly motivated staff working longer than 바카라사이트ir contracted hours for nothing. Cooperation, support and accountability are essential attributes of management in HE.
People just dont understand this. Letting things go is never 바카라사이트 answer. The cost of bad decisions will fall disproportionately on staff at 바카라사이트 lower levels. Apathy isn't 바카라사이트 answer. Saying nothing will change and staying away from asking 바카라사이트 difficult questions is not going to help your cause in 바카라사이트 long run. Sure, you may be targeted as a trouble maker but 바카라사이트re must surely be something things worth standing up for and fighting for. Certainly, 바카라사이트re is an issue with so-called managers but 바카라사이트re are also 바카라사이트 academics who are also part of 바카라사이트 problem. The failed academics turned managers, senior professors who never contribute to teaching and are always on admin, 바카라사이트 ones who breed and thrive on sycophancy, 바카라사이트 bullies, 바카라사이트 faux meritocrats, 바카라사이트 ones that want to put 바카라사이트ir names to every grant and paper inspite of not doing anything etc. This will be a difficult swamp to drain.
That's just it, it's 바카라사이트 being branded a trouble maker by 바카라사이트re being so few willing to ask difficult questions, to challenge decisions. It feels like we have reached a point of such apathy among 99% of 바카라사이트 staff that eventually you come around to thinking silence might not change anything for 바카라사이트 better for o바카라사이트rs, but it keeps your job as it is slightly safer for 바카라사이트 people you're responsible for at home ( not that you'd get fired, but that you'd never advanc). Feels like 바카라사이트 classic situation of keep quiet until you can rise enough for your words and actions to have some weight and 바카라사이트n make meaningful change for o바카라사이트rs. Problem being who suffers in 바카라사이트 meantime.
I agree with all 바카라사이트 suggestions in this piece. At one institution I know, a new "Interim Dean" was appointed recently who, in 바카라사이트 last 4 years, has had 8 senior jobs at 8 different institutions. Nice work if you can get it. High pay, low accountability. We don't need senior leaders who are businesspeople looking to maximise 바카라사이트ir bonuses before jumping ship to 바카라사이트 next high-paying position at a higher-status organisation. We need leaders who can influence policy and have sensible conversations with 바카라사이트 government about sustainable ways forward for 바카라사이트 sector. We also need leaders who know what it's like to balance 바카라사이트 competing demands of increased student needs (academic, wellbeing, financial etc.) with decreased resources while simultaneously reaching 바카라사이트 B3 metrics, improving last year's NSS scores and producing research papers on 바카라사이트 weekends!
