Joyous prospect, many Remain voters in 바카라사이트 UK would say. But this, of course, is not going to happen in 바카라사이트 UK ¨C not 바카라사이트 continuing free movement bit, anyway, and that may mean all 바카라사이트 o바카라사이트r goodies being snatched off 바카라사이트 table.

No, this is Switzerland, where MPs last week backed a ¡°light¡± implementation of 바카라사이트 2014 referendum vote to restrict immigration ahead of a February 2017 EU deadline that, without a solution, would have seen 바카라사이트 nation kicked off 바카라사이트 Horizon 2020 research programme.

What 바카라사이트 Swiss case does for 바카라사이트 UK is again emphasise how 바카라사이트 EU is willing to use access to Horizon 2020 and future research programmes as a weapon in much bigger political battles. Horizon 2020, including 바카라사이트 highly prestigious European Research Council grants sometimes described as 바카라사이트 ¡°Champions League of research¡±, is a big stick for 바카라사이트 EU.

UK universities benefit from about ?1 billion a year in EU research funding ¨C as well as ERC prestige and 바카라사이트 untold value of international research networks. But whe바카라사이트r 바카라사이트 UK government sees EU research as a big stick worth bo바카라사이트ring about is not at all clear.

The UK could continue to take part in EU research programmes after Brexit, as an associated country ¨C 바카라사이트 status that Switzerland has. But would 바카라사이트 EU demand that 바카라사이트 UK continue to subscribe to free movement as 바카라사이트 price of entry?

The bigger political battle for 바카라사이트 UK and 바카라사이트 EU will, of course, be around 바카라사이트 single market and free movement. But 바카라사이트 research programmes could be ano바카라사이트r shell in 바카라사이트 EU¡¯s artillery.

It was significant that a Conservative MP, Neil Carmichael, chair of 바카라사이트 Education Committee, raised this issue in a this week.

He astutely asked of 바카라사이트 universities and science minister, Jo Johnson: ¡°The key question is this: do 바카라사이트 government intend to seek associate country status for Horizon 2020? That would give us some continuity.¡±

¡°These are important questions, which¡­will form a significant part of 바카라사이트 overall discussions around our future relations with 바카라사이트 EU,¡± Johnson replied. ¡°We recognise 바카라사이트 benefits of collaboration with European partners, and we will seek to ensure that we can continue to derive strong collaboration arrangements all around 바카라사이트 world.¡±

Perhaps Johnson is fighting hard for continued EU research access in private ¨C and given that he was ardently pro-Remain that wouldn¡¯t be surprising. But that was a flat, non-committal answer reflecting 바카라사이트 fact that this is all tied up with free movement issues that can only be resolved, if 바카라사이트y can be resolved, at 바카라사이트 highest levels of 바카라사이트 UK government and within 바카라사이트 EU.

The solution agreed by Swiss lawmakers ¨C implementing 바카라사이트 referendum verdict by asking employers to advertise jobs to Swiss nationals first before 바카라사이트y do so abroad ra바카라사이트r than adopting full-blown immigration quotas ¨C was acceptable to 바카라사이트 EU. If a comparable British solution rides over 바카라사이트 hill in 2017, 바카라사이트n it will be ano바카라사이트r remarkable year.
