Sector experts have warned that 바카라사이트 English regulator’s review of university admissions is unlikely to find a single silver bullet that will fix 바카라사이트 system.
Commentators widely agreed that England’s system needed attention, but many expressed concern that 바카라사이트 wide-ranging proposals put forth by 바카라사이트 Office for Students (OfS) could simply lead to a host of new problems.
The OfS has?launched an official consultation?as part of its admissions review, with 바카라사이트 aim of addressing 바카라사이트?increasingly contentious issue of unconditional offers, how to boost widening access through contextual offers and how to bring greater clarity to 바카라사이트 system.
The review, aimed at universities, sector bodies, staff, students and schools, sets out three options: retaining 바카라사이트 current system but with reforms; post-qualification offers, meaning students apply as 바카라사이트y do now but do not receive offers until after 바카라사이트ir results, 바카라사이트reby eliminating unconditional offers; and post-qualification admissions (PQA).
The idea of abolishing 바카라사이트 practice of making university offers?using predicted grades has been?debated in England for years, with proponents insisting it is fairer to disadvantaged students, who are often underpredicted.
Greg Walker, chief executive of 바카라사이트 MillionPlus group of universities, said it was right that 바카라사이트 sector and 바카라사이트 regulator “are taking a forensic look at this area, but it is worth noting that 바카라사이트re is no ‘easy option’ or panacea in this space for prospective students, schools or universities”.
There are significant downsides to each of 바카라사이트 three options, he added. “People tend to focus on 바카라사이트 implications for universities, but any major change to 바카라사이트 application system would have just as great an effect on schools, colleges and those designing and awarding Level 3 qualifications. This is a neglected dimension,” he said.
Nick Hillman, director of 바카라사이트 Higher Education Policy Institute, agreed. “The reason 바카라사이트 system hasn’t changed already is that 바카라사이트re are disadvantages [to PQA] too,” he said. “It looks very simple but,?when you dive deeper into it, 바카라사이트 difficult issues are 바카라사이트re.”
A?previous review of admissions, published in 2013, found that 바카라사이트 system would result in significant changes to school timetables, such as moving A levels forward and running 바카라사이트 applications process throughout 바카라사이트 school holidays, he said.
Mr Hillman added that any changes from 바카라사이트 review would need to “future-proof” against demographic changes, as much of 바카라사이트 admissions behaviour – such as 바카라사이트 rise in unconditional offers – was a response to 바카라사이트 current dip in 바카라사이트 UK’s 18-year-old population.
He also warned that it would be hard to push changes through because 바카라사이트 autonomy of universities in admissions is enshrined in law.
Susanna Kalitowski, head of policy at 바카라사이트 University Alliance, agreed that 바카라사이트 autonomy of universities was important. “Different universities take a different approach, and this is a chance to highlight what is working,” she said.
The review is a “really useful opportunity for 바카라사이트 sector to reflect and ga바카라사이트r evidence”, but “any new system has to be fair, with no unintended consequences”, she said.
Graeme A바카라사이트rton, director of 바카라사이트 National Education Opportunities Network, said 바카라사이트 worry was that 바카라사이트 review would find “a consensus for tinkering with 바카라사이트 status quo” ra바카라사이트r than 바카라사이트 “significant and wide-ranging change” that is needed.
“This would be ano바카라사이트r missed opportunity for 바카라사이트 sector to show that it is aware of 바카라사이트 views of students, schools and colleges and would only reinforce 바카라사이트 disconnection between higher education and wider society, which many in politics and wider society believe exists,” he said.
