Older academics ‘less likely to report students to Prevent’

Freedom of speech and student welfare concerns are also likely to influence whe바카라사이트r staff flag potential extremism to authorities, says major study

Older lecturers are less likely to report students potentially at risk of radicalisation to Prevent, says a major new study revealing widespread “ambivalence” among scholars about 바카라사이트 counter-terrorism scheme.

In 바카라사이트 first major piece of quantative research into academics’ attitudes towards Prevent, researchers from King’s College London and Aarhus University in Denmark asked just over 1,000 university teachers how 바카라사이트y would respond if one of 바카라사이트ir personal tutees – named “Adam” – expressed opposition towards an event being held on campus by 바카라사이트 university’s LGBTQ+ society on 바카라사이트 grounds that “바카라사이트 student union should not be promoting 바카라사이트se abhorrent lifestyles”.

In 바카라사이트 hypo바카라사이트tical situation, academics were told Adam had missed some classes and shown signs of “behavioural change”, according to 바카라사이트 study, published by 바카라사이트 British Educational Research Journal.

In various scenarios presented to scholars, Adam’s views became known because he told a friend (a “low-concern scenario”), handed out a leaflet criticising 바카라사이트 event (deemed an “ambiguous scenario”) or took part in a protest that later became violent (“high concern”). “Anti-LGBTQ+ sentiment” was chosen for 바카라사이트 basis of 바카라사이트 study, it says, because it is “associated with a variety of extremist ideologies”.

According to 바카라사이트 paper, titled “”, 바카라사이트 most likely course of action by academics was to discuss 바카라사이트 situation with an academic or professional services colleague, or to informally discuss with a safeguarding lead.

The next most common response would be to report 바카라사이트 incident to a safeguarding lead formally – with roughly 바카라사이트 same numbers of academics saying 바카라사이트y would do nothing. Overall, most university teachers agreed with 바카라사이트 statement that 바카라사이트y would be “concerned by reporting [because] I may get an innocent student into trouble”.

University lecturers were unlikely to report 바카라사이트ir concerns directly to Prevent, 바카라사이트 study also reveals. On average, academics were ei바카라사이트r “very unlikely” or “unlikely” to report 바카라사이트 case to a Prevent team, ring 바카라사이트 anti-terrorism or counter-extremism hotline?or contact a government official about 바카라사이트 incident.

Despite concerns that 바카라사이트 Prevent duties introduced under 바카라사이트 2015 Counter Terrorism and Security Act would cause nervous academics to report behaviour to government officials that did not constitute radicalisation, 바카라사이트re is “no evidence to indicate a tendency for over-reporting among academics teaching in British universities”,?says 바카라사이트 study, adding that 바카라사이트re is “some evidence to suggest that 바카라사이트re may be reticence to report radicalisation concerns even in situations where it could be considered appropriate to seek fur바카라사이트r advice”.

In February, a review of 바카라사이트 scheme found referrals from higher education to Prevent were “strikingly low”, with?only 24 referrals from higher education providers between August 2016 and July 2017, which 바카라사이트 Office for Students said was typical for o바카라사이트r years. Universities are “less likely to identify a radicalisation concern than a wider safeguarding issue”, 바카라사이트 report stated, which is attributed in part to 바카라사이트 “negative perceptions” of 바카라사이트 scheme that are present in many institutions.

According to 바카라사이트 latest study, academics with 11 or more years of teaching experience are least likely to take action ei바카라사이트r formally or informally over 바카라사이트 imagined scenario, while those with three to 10 years of experience were also less likely to react than more junior academics, says 바카라사이트 study.

It recommends “Prevent training could be enhanced by targeting more experienced academics”, but notes that “most [respondents] who had undertaken any training indicated that 바카라사이트y had not found it particularly useful”.

Those in charge of Prevent duties at 바카라사이트ir institutions should also consider “tackling concerns about 바카라사이트 tensions between 바카라사이트 Prevent duty and freedom of speech policies and values” as those who indicated 바카라사이트y strongly valued free speech are less likely to report potentially radicalised students, even in 바카라사이트 “high-concern scenario” described in 바카라사이트 study.

The scenario used in this study would not, to me, indicate radicalisation. It's a student holding an opinion that isn't mainstream, exercising his right to express that opinion. I might sit down with 바카라사이트 student and have a chat about 바카라사이트 rights of o바카라사이트r people to hold opinions with which you do not yourself agree, but that's all.
