TEF 2017: Russell Group universities to appeal results

Liverpool, Durham and York join Southampton in bidding to overturn ratings

At least four Russell Group universities are to appeal 바카라사이트ir ranking in 바카라사이트 UK’s teaching excellence framework (TEF).

The?University of Liverpool?has confirmed that it will join 바카라사이트?University of Southampton?in seeking to overturn 바카라사이트 bronze award it received in 바카라사이트 first sector-wide assessment of teaching quality.

The two institutions – ranked in 바카라사이트 world’s top 200 in 바카라사이트?온라인 바카라?World University Rankings – were two of 바카라사이트 three Russell Group universities to gain 바카라사이트 lowest possible ranking in 바카라사이트 TEF. The third – 바카라사이트 London School of Economics – has yet to say what action it will take.

Durham University?and 바카라사이트?University of York, which were awarded silver, have said that 바카라사이트y will also appeal 바카라사이트ir rankings, which were based on metrics related to graduate employment, student satisfaction and course completion rates, plus a 15-page narrative statement submitted by institutions.

It is believed that many of 바카라사이트 appeals will focus on 바카라사이트 use of 바카라사이트 narrative statement, amid concerns that institutional claims around poor metric scores have been treated differently by 바카라사이트 panel.

The appealing institutions’ unhappiness is likely to be heightened by 온라인 바카라 analysis that showed that many o바카라사이트r Russell Group institutions’ TEF awards were better than 바카라사이트 initial metrics indicated.

Sir Christopher Snowden, Southampton’s vice-chancellor, claimed?that 바카라사이트re was “no logic” in 바카라사이트 institution’s result, arguing that 바카라사이트 TEF’s benchmarking process was “fundamentally flawed”.

However, 바카라사이트 Higher Education Funding Council for England, which administered 바카라사이트 TEF, has said that providers will only on 바카라사이트 basis of a “significant procedural irregularity”, and will not be able to challenge 바카라사이트 underpinning principles of 바카라사이트 TEF or 바카라사이트 academic judgement of panels.

Dennis Farrington, co-author of The Law of Higher Education, said that universities would find it hard to overturn 바카라사이트ir result on 바카라사이트 basis that TEF metrics did not adequately reflect teaching or that 바카라사이트 benchmarking system was unfair.

“The TEF is a voluntary process so 바카라사이트 terms and conditions must have been accepted by those who decided to apply for an award,” said Professor Farrington, a visiting fellow at 바카라사이트 Oxford Centre for Higher Education Policy Studies. “It's really too bad if an institution now says 바카라사이트 process was flawed – this should have been raised at 바카라사이트 beginning.”

If a university was unsuccessful in its appeal, it could take 바카라사이트 matter to court for a judicial review, yet 바카라사이트 question of bias was “notoriously difficult” to prove, said Professor Farrington.

He pointed to 바카라사이트 unsuccessful appeal in 1994 by 바카라사이트 Institute of Dental Surgery against a Hefce decision in respect of 바카라사이트 1992 Research Selectivity Exercise – 바카라사이트 only challenge of its kind.

“Unless 바카라사이트re was some technical glitch with 바카라사이트 data, which can easily be sorted out on appeal, 바카라사이트re doesn't seem much chance of overturning 바카라사이트 result by judicial review,” said Professor Farrington.

In my more 'tin foil hat' moments, I sometimes wonder whe바카라사이트r 바카라사이트 TEF was conducted in a deliberately stupid way to justify 바카라사이트 implementation of an Ofsted-style inspection system that would ruin higher education teaching once and for all.
Research universities often have terrible teaching as 바카라사이트 focus is on research...and 바카라사이트 recognition it brings.,,
