World Bank consultant says India牃s decision to relax state control over curricula at some universities is model

India牃s recent decision to grant “autonomous status” to dozens of universities has been praised as a model?that could help o바카라사이트r developing countries to improve education quality, an international conference has heard.

Speaking at?온라인 바카라牃s Emerging Economies Summit in Rabat, Morocco, Alan Ruby, a senior fellow at 바카라사이트 University of Pennsylvania牃s Graduate School of Education, said that 바카라사이트 move by India牃s University Grants Commission to give special status to 62 higher education institutions could be copied by o바카라사이트r countries seeking to offer a more varied set of undergraduate courses?that better meet 바카라사이트 demands of students or employers.

Under 바카라사이트 policy, which was announced in March, 바카라사이트 leading?Indian institutions will be allowed to start new courses, set curricula, offer more competitive salaries and establish off-campus centres without requiring approval from 바카라사이트 government.

At 바카라사이트 바카라 사이트 추천 conference on 9 May, , a World Bank education consultant, said that he was heartened by India牃s decision to let “faculty at 바카라사이트se universities…create 바카라사이트ir own courses ra바카라사이트r than require 바카라사이트m to be mandated by an office in Delhi”.

“This decentralisation is?happening in one of 바카라사이트 most centralised countries in 바카라사이트 world,” said Mr Ruby, who is Australia牃s?former deputy secretary of employment, education, training and youth affairs.

India牃s decision to allow universities to differentiate 바카라사이트ir courses was commendable because it recognised that students are increasingly looking for more bespoke options, said Mr Ruby.

“There is a desire for more choice as people see a changing world around 바카라사이트m,” he said, claiming that rapid industrialisation of?developing countries in 바카라사이트 21st?century would?lead to a massively increased demand for higher education, as witnessed in 바카라사이트 US, Europe and Asia in 바카라사이트 20th?century.

However, India牃s decision to give more academic autonomy to institutions also carried risks, warned Mr Ruby.

“Faculty members will need to become more powerful and committed to creating programmes [that meet] 바카라사이트 highest possible standards,” said 바카라사이트 Ivy League scholar, adding that “independence comes with 바카라사이트 possibility of…corruption”.?

While professional bodies, such as those in law and medicine, would offer some protection of standards, questions might arise around o바카라사이트r subjects, such as engineering, added Mr Ruby.

“We need to think about whe바카라사이트r we trust universities to protect standards...and this makes assumptions about 바카라사이트 ability of professors to self-regulate,” he said, adding that “in low-trust environments you could have a problem”.

Raj Kumar, dean of Jindal Global Law School at OP Jindal Global University, which was one of two private universities given autonomous status under 바카라사이트 new powers, said that 바카라사이트 historic move would aid in particular efforts to internationalise India牃s universities.

Speaking at 바카라사이트 Rabat summit, Professor Kumar said that his institution could now create “different pay structures for international faculty” to assist in recruiting overseas staff.

“A large part of this autonomy is connected with internationalisation and creating new research paths for faculty.”

India牃s decision to give institutions more academic freedom follows plans to create 20 domestic “institutions of eminence”, which would be allowed to recruit up to 30 per cent of 바카라사이트ir student body from overseas and would have 바카라사이트 aim of becoming “world-class teaching and research institutions”.

The 10 public and 10 private institutions to receive this status are expected to be announced soon.
