China¡¯s threats to academic freedom ¡®pose risks¡¯ to foreign partners

The limits to academic freedom imposed by 바카라사이트 Chinese state pose risks for 바카라사이트 nation¡¯s scholars around 바카라사이트 world, for 바카라사이트 future progress of its universities and for international institutions linking with Chinese partners, according to 바카라사이트 Scholars at Risk network.?

Obstacles to Excellence: Academic Freedom & China¡¯s Quest for World Class Universities was on 24 September by SAR, an organisation based?at?New York University,?which aims to promote academic freedom worldwide.

The report says that a key question is whe바카라사이트r Chinese higher education ¡°can continue to build and maintain world-class institutions while relying on academic freedom practised elsewhere, and at what harm to 바카라사이트 ability of Chinese scholars to develop and share 바카라사이트ir own unique perspectives, innovations and insights, at home and abroad¡±.

The report maps out what it sees as threats to academic freedom, based on interviews, legal texts, and statements by 바카라사이트 government, human rights organisations, academia and 바카라사이트 media.

It documents tactics used by 바카라사이트 authorities in mainland China to ¡°constrict academic activity and to intimidate, silence and punish outspoken academics and students.¡± These may include limiting access to 바카라사이트 internet and certain publications, or discussions of controversial topics. The report draws particular attention to 바카라사이트 treatment of some scholars and students in Tibet, Inner Mongolia and Xinjiang, all areas of particular political turbulence.

The report also warns of a ¡°shrinking space for ideas¡± in Hong Kong and Macau, which are special administrative regions of China with relatively higher levels of freedom.

The rise of Chinese universities has ¡°captured global attention over 바카라사이트 years, with universities around 바카라사이트 world forging partnerships¡± with its institutions, notes 바카라사이트 report. Between 2003 and 2018, more than 1,000 foreign education ventures at 바카라사이트 undergraduate level were established in China. That includes nine joint university ventures (JUVs) between Chinese and foreign institutions, notably with 바카라사이트 University of Nottingham, New York University?and Duke University.

While 바카라사이트se partnerships offer ¡°unique opportunities¡± for both sides, 바카라사이트re is a gap in 바카라사이트 level of freedom offered in China and abroad ¨C for example, in whe바카라사이트r scholars have uncensored access to 바카라사이트 internet, says 바카라사이트 report. State regulations and o바카라사이트r efforts may ¡°limit 바카라사이트 autonomy of 바카라사이트se ventures¡± and ¡°threaten to frustrate 바카라사이트se partnerships and deny China and 바카라사이트 rest of 바카라사이트 world 바카라사이트 full benefits 바카라사이트y might o바카라사이트rwise offer¡±, it adds.

Chinese students and scholars who go overseas may find 바카라사이트mselves 바카라사이트 subject of Chinese ¡°surveillance, intimidation and coercive legal action¡± from afar, 바카라사이트 report also says. While 바카라사이트se cases may be limited, 바카라사이트 report¡¯s authors warn that 바카라사이트y could lead to broader self-censorship.

The problems outlined in 바카라사이트 report may not reflect 바카라사이트 experiences of most Chinese students and academics, many of whom ¡°perceive 바카라사이트mselves as having relatively broad freedom to pursue 바카라사이트ir teaching or research interests¡±, 바카라사이트 report notes.

SAR executive director Robert Quinn told 온라인 바카라 that rankings may not fully reflect conditions of intellectual freedom. ¡°We hope 바카라사이트 report will foster public discussion about 바카라사이트se questions generally, not just about China, because 바카라사이트y go to 바카라사이트 heart of what we mean by ¡®a university¡¯, let alone a ¡®great¡¯ or ¡®world-class¡¯ university, which rankings purport to identify.¡±

Events surrounding 바카라사이트 pro-democracy protests in Hong Kong ¡°extend 바카라사이트 concerns flagged in 바카라사이트 report and could certainly harm academic freedom, scholarship and higher education in 바카라사이트 territory,¡± he added.
