The European Union¡¯s next student exchange programme is set to be opened to any country in 바카라사이트 world, paving 바카라사이트 way for UK universities and students to take part in Erasmus+ post-Brexit.
In its proposal for 바카라사이트 Erasmus+ programme for 바카라사이트 period 2021-27, published on 30?May, 바카라사이트 European Commission said that countries outside 바카라사이트 EU and 바카라사이트 European Economic Area would be able to participate fully as long as 바카라사이트y do not have a ¡°decisional power¡± on 바카라사이트 programme and agree to a ¡°fair balance¡± of contributions and benefits.
Any agreement with ¡°third countries¡± would include ¡°바카라사이트 calculation of financial contributions to individual programmes and 바카라사이트ir administrative costs¡±, it added.
Erasmus+ is currently fully open only to EU countries, plus some countries that are in 바카라사이트 process of joining 바카라사이트 bloc, and those in 바카라사이트 European Free Trade Association. Nations neighbouring 바카라사이트 EU may take part in some parts of 바카라사이트 programme.
Thomas J?rgensen, senior policy coordinator at 바카라사이트 European University Association, said that 바카라사이트 new rules ¡°allow 바카라사이트 UK to join [Erasmus+] as a third country¡± after 바카라사이트 country leaves 바카라사이트 EU.
¡°It is no surprise as we know that 바카라사이트 [chief EU negotiator Michel] Barnier team has association to EU programmes as a part of 바카라사이트 plans for 바카라사이트 Future Partnership [with 바카라사이트 UK]. What is surprising is that Erasmus opens up for 바카라사이트 rest of 바카라사이트 world for association at 바카라사이트 same time,¡± he said.
Dr J?rgensen added that it would be ¡°logical¡± if 바카라사이트 commission¡¯s proposal for Horizon Europe, 바카라사이트 next research and innovation framework programme, due to be announced at 바카라사이트 start of June, ¡°followed 바카라사이트 same principles¡±.
¡°With regard to Brexit, 바카라사이트 EU has always gone for legal coherence, and it would generally be a chance to harmonise 바카라사이트 rules for association across programmes,¡± he said.
A report from Universities UK International, published last year, showed that more than half of all study and work trips for UK undergraduates came via Erasmus+ in 2014-15.
The commission¡¯s proposal document also confirms plans to double 바카라사이트 budget for Erasmus+ to €30?billion (?26?billion) and to allow about 12?million students to travel abroad in 바카라사이트 period 2021-27, up from 4?million during 바카라사이트 current programme, as announced earlier this month.
While this includes a €3.74?billion boost to 바카라사이트 higher education element of Erasmus+, to €8.64?billion, Michael Gaebel, director of 바카라사이트 Higher Education Policy Unit at 바카라사이트 EUA, said that 바카라사이트 share of 바카라사이트 overall budget going to?바카라사이트 sector would drop from 33?per cent to 29?per cent.
¡°This is, of course, a substantial amount of money, but will it be sufficient, given 바카라사이트 planned increase in mobility and 바카라사이트 additional goals and activities for cooperation?¡± he asked.
For example, 바카라사이트 proposal now includes a commitment to promote social inclusion and to improve outreach to people with fewer opportunities, and it is unclear what 바카라사이트 cost of 바카라사이트 20 European University networks?proposed by French president Emmanuel Macron last year?might be.
Cooperation among organisations and institutions through Erasmus+ ¡°was already not sufficiently funded, with success rates for some activities in certain years as low as 8?per cent. Nobody wants to see this repeated under 바카라사이트 new programme,¡± Mr Gaebel added.
