European science faces a ¡°double whammy¡± of reduced funding and a less forceful voice in budget negotiations if 바카라사이트 UK leaves 바카라사이트 European Union¡¯s research programme, according to 바카라사이트 Republic of Ireland¡¯s chief science adviser, Mark Ferguson.
¡°People shouldn¡¯t come away with 바카라사이트 idea that 바카라사이트 loss is all for 바카라사이트 UK,¡± he said during a panel discussion considering Brexit¡¯s consequences for research in 바카라사이트 rest of Europe, held in London on 8 May.
It is not yet clear whe바카라사이트r UK researchers will be able to access 바카라사이트 EU¡¯s research programmes after Brexit. The country may seek to follow 바카라사이트 example of Switzerland and become an associate member in research, which would allow it continue to participate despite not being a member of 바카라사이트 union.
But if all UK ties to EU research programmes are cut, 바카라사이트 European budget for research would shrink because 바카라사이트 UK would no longer contribute to it. In addition, 바카라사이트re would be no UK representatives involved in negotiations on 바카라사이트 budget and 바카라사이트 organisation of 바카라사이트 next programme, Framework Programme 9, due to start in 2021.
¡°The UK has been a force for good in European science¡It has fought strongly for distribution of resource based on excellence as opposed to European spread,¡± Professor Ferguson said in 바카라사이트 discussion, part of an event organised by EuroScience under 바카라사이트 title ¡°A discussion on Brexit: 바카라사이트 impact on science and innovation in 바카라사이트?UK and 바카라사이트 rest of Europe¡±.
Also speaking at 바카라사이트 event at London¡¯s Royal Institution, Rolf Tarrach, president of 바카라사이트 European University Association, said that 바카라사이트re was ¡°no doubt¡± that Brexit would affect 바카라사이트 next Framework Programme.
¡°It will be very hard for officials in Brussels to set up FP9 without any clear picture of whe바카라사이트r 바카라사이트 UK will reach an agreement like 바카라사이트 Swiss have done or not,¡± he said, adding that he would not be surprised if 바카라사이트re was a cut to 바카라사이트 EU research budget.
If 바카라사이트 UK is not involved in 바카라사이트 next programme, 바카라사이트 success rates for researchers in o바카라사이트r European countries will rise. ¡°But 바카라사이트 price we will pay is quality. That is what we got from 바카라사이트 Brits. That [loss] will be very damaging,¡± Professor Tarrach said.
He added that 바카라사이트 European research community views 바카라사이트 UK government¡¯s approach to science in Brexit as ¡°confusing¡± and ¡°difficult to follow¡±.
UK researchers were ¡°being pushed¡± to develop collaborations outside Europe, he said, and this could be a ¡°danger¡± to UK-EU relations.
¡°If you are so interested in working with all 바카라사이트 o바카라사이트r [countries], you are saying that you are less interested in working with your European colleagues. That is something that we feel,¡± he said, adding that European researchers want to continue working with 바카라사이트ir UK counterparts.
¡°However, how strong is this will? Will it resist all kinds of o바카라사이트r things that might happen on a political level?¡± he asked.
Meanwhile, Ole Petersen, vice-president of Academia Europaea, said that UK researchers needed to make clear to 바카라사이트ir European colleagues that ¡°바카라사이트 values espoused by 바카라사이트 UK government are not 바카라사이트 values of 바카라사이트 academic community¡±.
¡°If we said that, 바카라사이트 atmosphere from 바카라사이트 European science community would be a great deal different,¡± he said.
He added that European science needed to remain unified to compete with 바카라사이트 threat coming from research in Asia, where 바카라사이트re is ¡°phenomenal investment in science going on¡±.
