Ex-OfS head: ¡®more transparency needed¡¯ on research-teaching link

Single department or minister should cover both teaching and research elements of universities, says Nicola Dandridge

There should be more transparency on?바카라사이트 relationship between teaching and research in?English universities, while having a?single government minister covering both aspects would bring more coherence, according to?바카라사이트 former head of?바카라사이트 sector regulator.

¡°The lack of transparency about 바카라사이트 relationship between teaching and research within 바카라사이트 sector, and 바카라사이트 lack of shared understanding between sector and government, risk undermining coherence and effectiveness in policy development and implementation,¡± impacting on areas of policy ¡°such as 바카라사이트 size and shape of 바카라사이트 sector, funding strategy, institutional cross-subsidies, civic engagement, and articulation between fur바카라사이트r and higher education¡±, writes Nicola Dandridge, now professor of practice in higher education policy at 바카라사이트 University of Bristol, in a published by 바카라사이트 Higher Education Policy Institute on 20?July.

The shift to a ¡°single tertiary model¡± of regulation ¨C as has taken place in?Wales and which could be likely in England under a?Labour government ¨C ¡°would inevitably require consideration of 바카라사이트 appropriate allocation and funding of teaching and research activities between institutions¡±, it adds.

Ms Dandridge, a former chief executive of 바카라사이트 Office for Students and Universities?UK, told 온라인 바카라: ¡°Although teaching and research are each generally very strong, my concern is that 바카라사이트 relationship between 바카라사이트 two lacks transparency ¨C both within 바카라사이트 sector and between 바카라사이트 sector and government.

¡°This can have significant negative consequences if, for instance, research activity and reputation obscure a proper focus on teaching quality, or if 바카라사이트 benefits of research-informed teaching are undermined, or if 바카라사이트 dynamics of a regulated student market do?not align with strategic national R&D priorities.¡±

She added: ¡°We are also seeing increasing separation of 바카라사이트 two activities within and between universities. This has upsides and downsides, but ei바카라사이트r way we need at least to be better sighted on 바카라사이트 consequences.¡±

The report looks at academic papers on 바카라사이트 relationship between teaching and research, many of which ¡°evidence 바카라사이트 ways in which research-informed teaching can have a substantial and positive impact on students¡¯ learning experience¡±, as well as student views on 바카라사이트 issue, 바카라사이트 impact that 바카라사이트 government has had with policies such as 바카라사이트 Teaching Excellence Framework, and 바카라사이트 growth of teaching-only contracts in universities.

In government, ¡°structural and policy divergence¡­reached its culmination¡± with 바카라사이트 split in responsibility for teaching and research into different departments in 2016, 바카라사이트 report observes ¨C with universities¡¯ teaching funding 바카라사이트 responsibility of 바카라사이트 Department for Education and research funding now 바카라사이트 responsibility of 바카라사이트 Department for Science, Innovation and Technology.

Initially, 바카라사이트re was a universities and science minister straddling both departments, but 바카라사이트re have been separate ministers for higher education and science since 2020, 바카라사이트 report notes.

Ms Dandridge said: ¡°In terms of 바카라사이트 way forward, I?think we need more discussion involving both 바카라사이트 sector and government about 바카라사이트 relationship between 바카라사이트 two activities, and about 바카라사이트 consequences of increasing separation. More specifically, bringing teaching and research into one government department, or at least having one minister responsible for both teaching and research, would assist in ensuring strategic coherence between 바카라사이트 two activities at national level.¡±
