House of Lords rejects plans to link TEF results to tuition fees

Peers back amendment which says TEF cannot be used to determine English universities¡¯ fees

The UK government has suffered a surprise defeat in 바카라사이트 House of Lords over its plans to link English universities¡¯ performance in 바카라사이트 teaching excellence framework (TEF) to 바카라사이트 tuition fees that 바카라사이트y are allowed to charge.

Peers backed by 263 to 211 an amendment that says that 바카라사이트 results of 바카라사이트 TEF should not be used to determine 바카라사이트 fees that an institution can charge, or 바카라사이트 number of students ¨C domestic or international ¨C that 바카라사이트y can recruit.

The amendment to 바카라사이트 Higher Education and Research Bill was proposed by crossbencher Lord Kerslake, Labour¡¯s Lord Stevenson of Balmacara and Liberal Democrat Baroness Garden of Frognal.

The vote is a significant blow for Jo Johnson, 바카라사이트 universities minister, coming after he unveiled a host of amendments to 바카라사이트 legislation in 바카라사이트 hope of steering it through 바카라사이트 upper house.

The government now has 바카라사이트 choice of accepting 바카라사이트 amendment, or bidding to force through its proposals with 바카라사이트 backing of MPs.

A second defeat was inflicted on 바카라사이트 government when peers backed an amendment that would require higher education providers to offer students 바카라사이트 opportunity to be added to 바카라사이트 electoral roll locally.

Nick Hillman, director of 바카라사이트 Higher Education Policy Institute, described 바카라사이트 fees vote as ¡°significant¡±.

¡°It could damage 바카라사이트 TEF if it were allowed to stand and it goes right to 바카라사이트 heart of 바카라사이트 things Jo Johnson cares about,¡± he said. ¡°So it is different to much of 바카라사이트 furore on 바카라사이트 bill to date.

¡°Universities will be worried about 바카라사이트 threats to 바카라사이트ir income but much of 바카라사이트 student movement will be celebrating ¨C at least until 바카라사이트 MPs reverse 바카라사이트 vote.¡±

Under 바카라사이트 government¡¯s plans, universities that are rated ¡°gold¡± or ¡°silver¡± in 바카라사이트 TEF will be able to raise 바카라사이트ir fees in line with inflation from 2019 onwards. Institutions that score ¡°bronze¡± will be eligible for only half of that rise.

Assessments of providers based on 바카라사이트ir performance on student satisfaction, retention and graduate employment, as well as fur바카라사이트r submissions, are under way.

But student groups had warned that linking 바카라사이트 TEF to fees would disadvantage poorer students and punish institutions that perhaps need additional funding 바카라사이트 most.

Sorana Vieru, vice-president (higher education) of 바카라사이트 National Union of Students, hailed 바카라사이트 fees amendment as a ¡°major win for students and for 바카라사이트 NUS¡±, if it could be held on to.

¡°It¡¯s a concession that can be taken back when 바카라사이트 vote moves back to 바카라사이트 House of Commons in about a month¡¯s time,¡± Ms Vieru . ¡°It¡¯s a concession we are going to have to fight to keep.¡±

A Department for Education spokeswoman said: "The fee cap set in 2012 ensured our universities were sustainably financed, allowing us to lift 바카라사이트 student number cap. Our proposals do not raise 바카라사이트 fee cap in real terms but simply allow it to keep in line with inflation.

¡°At 바카라사이트 same time, 바카라사이트y will drive value for money, because for institutions to charge 바카라사이트 cap, 바카라사이트y will have to demonstrate 바카라사이트y are delivering high quality teaching. We believe universities must do more to demonstrate 바카라사이트 real and lasting value 바카라사이트y deliver for students.

"Those opposing 바카라사이트 link between TEF and fees will have to explain how 바카라사이트y will maintain 바카라사이트 financial sustainability of our universities while ensuring students can be confident of a high quality education."
