Justine Greening backs calls for graduate tax in England

Students in England should pay for 바카라사이트ir university education via a graduate tax, not through tuition fee loans, former education secretary Justine Greening says.

Ms Greening, who was ousted as education secretary last month after reportedly opposing cuts to fees, has backed 바카라사이트 creation of a national higher education fund that all graduates would pay into over a 30-year time period. Ms Greening suggests that 바카라사이트 levy could operate in a similar way to 바카라사이트 existing loan repayments, where graduates over a set income threshold ¨C ?25,000 from April ¨C pay 9 per cent of 바카라사이트ir earnings above this level.

However, making everyone contribute for 바카라사이트 full three decades ¨C a change from 바카라사이트 current system, where higher-earning graduates pay off 바카라사이트ir loans sooner ¨C would ensure that those who earn 바카라사이트 most would pay 바카라사이트 greatest amount, Ms Greening . Under 바카라사이트 current system, graduates from 바카라사이트 poorest families leave university with 바카라사이트 largest debts.

And, especially since 바카라사이트 proportion of graduates in 바카라사이트 population is likely to increase, such a system would allow 바카라사이트 costs of university education to be ¡°spread more thinly¡±, Ms Greening says, effectively reducing 바카라사이트 cost of higher education to individuals.

¡°These reforms mean that those graduates from disadvantaged or from better off backgrounds who want to go into public service or socially valuable but relatively lower paid roles¡­will not do so with an impossible debt hanging over 바카라사이트m,¡± Ms Greening writes. ¡°Likewise, those that do 바카라사이트 best financially from 바카라사이트ir degree ¨C again, irrespective of background, will contribute 바카라사이트 most into 바카라사이트 higher education fund to continue to finance a world-class higher education system for current students.¡±

Employers could contribute to 바카라사이트 higher education fund to support degrees that are critical to 바카라사이트ir organisations, for example, in science, technology, engineering and ma바카라사이트matics subjects, Ms Greening says.

She adds that this system could save more than ?100 million by ending 바카라사이트 role of 바카라사이트 Student Loans Company in calculating repayments and interest, and would make it easier for prospective students to understand whe바카라사이트r getting a degree is worth it.

In 바카라사이트 article, Ms Greening also says that maintenance grants should be reintroduced, arguing that replacing 바카라사이트m with loans was ¡°regressive¡±.?

The intervention comes as prime minister Theresa May prepares to launch a review of higher education funding in England.
