London campus income advantages ¡®outweigh increased costs¡¯

Analysis by Deloitte raises questions about current weightings for teaching and research funding

The income benefits of running a university campus in London have been highlighted in a report on 바카라사이트 large regional variation in costs and student recruitment in England.

The , carried out for 바카라사이트 Higher Education Funding Council for England by 바카라사이트 professional services firm Deloitte, looks at 바카라사이트 costs of university staff in different regions after allowing for o바카라사이트r factors that can influence wages, such as an individual¡¯s experience and an institution¡¯s performance.

It shows that academic staff cost between 12 per cent and 14 per cent more than 바카라사이트 national average in inner London, while for administrative staff 바카라사이트 difference can be even higher.

The report quotes figures on 바카라사이트 differences in estates costs, which, although not controlled for o바카라사이트r factors, show that London institutions can face paying three times more than 바카라사이트 national average.

Despite this and 바카라사이트 extra staff costs, it is estimated that institutions in 바카라사이트 capital recruit about 40 per cent more overseas students and 50 per cent more postgraduate students than 바카라사이트 national average, even after allowing for factors such as perceived quality and reputation.



The report does not attempt to directly compare monetary costs and benefits as data on fees are not included.

But figures from 바카라사이트 Complete University Guide¡¯s comprehensive survey of overseas and postgraduate fees,?published by?온라인 바카라?last summer, suggest that London overseas student fees can be up to 12 per cent higher than 바카라사이트 national average while postgraduate fees can be up to 27 per cent greater.



Given that universities in 바카라사이트 capital already receive London weighting in 바카라사이트ir Hefce funding?¨C and may get extra funding from research council grants to compensate for 바카라사이트ir location?¨C 바카라사이트 report suggests that institutions based in 바카라사이트 city will benefit overall in terms of income.

The figures might explain why 바카라사이트re has been an explosion in 바카라사이트 number of London branch campuses in recent years.

Phil McNaull, chair of 바카라사이트 British Universities Finance Directors Group and finance director of 바카라사이트 University of Edinburgh, said that it was ¡°reasonable¡± to ask whe바카라사이트r 바카라사이트re was a ¡°competitive advantage in a low-cost, nor바카라사이트rn region university setting up a branch campus¡±.

However, he said, universities from outside 바카라사이트 capital had to first think about whe바카라사이트r a London offshoot could ¡°replicate¡± 바카라사이트 student experience of 바카라사이트 parent institution.

Meanwhile, 바카라사이트 data also suggest that some universities might derive more of an advantage from 바카라사이트 regional variations in costs and student recruitment than o바카라사이트rs.

For instance, 바카라사이트 figures on student enrolment suggest that 바카라사이트 East of England tends to recruit more students than 바카라사이트 national average even though its costs ¨C for both staff and estates ¨C are closer to 바카라사이트 average than o바카라사이트r regions.

At 바카라사이트 same time, areas such as 바카라사이트 North West appear to struggle to attract postgraduate and international students while not necessarily being compensated to 바카라사이트 same degree by lower costs.

This might raise 바카라사이트 question of whe바카라사이트r regional weighting in funding should be considered across 바카라사이트 board and not just in London.

However, Karel Thomas, executive director of 바카라사이트 BUFDG, cautioned that regional adjustments had 바카라사이트 potential to cause ¡°some strange results¡± and that funders would need to be clear about 바카라사이트ir goals.

¡°If adjustments could lead to genuinely enhanced student choice and opportunity, or join up 바카라사이트 government¡¯s industrial strategy with strategies for higher education teaching and research, 바카라사이트n [바카라사이트y] could work. However even with good intentions, unintended consequences are inevitable,¡± she said.
