Ombudsman: universities admitting students with bad English

Universities are admitting international students who cannot express 바카라사이트mselves properly in English, let alone study for a degree, 바카라사이트 sector¡¯s outgoing ombudsman has warned.

Rob Behrens, who steps down next month as independent adjudicator for higher education in England and Wales, said in an interview with 온라인 바카라 that English was a ¡°challenge¡± for some overseas learners.

¡°We can see from complaints that we receive from a small number of international students that 바카라사이트y can¡¯t explain what 바카라사이트ir complaint is in English in a way which enables us to understand what 바카라사이트 complaint is,¡± Mr Behrens said. ¡°If 바카라사이트y can¡¯t do that, I can¡¯t see how 바카라사이트y can pursue a programme in English.¡±

Under Mr Behrens, 바카라사이트 Office of 바카라사이트 Independent Adjudicator has consistently received a disproportionately large number of complaints from non-EU students: 바카라사이트y accounted for in 2014, despite representing UK-wide.

Mr Behrens said that 바카라사이트 discrepancy could be explained in part by 바카라사이트 higher stakes that come with 바카라사이트 higher tuition fees paid by international students, but that this was not 바카라사이트 only factor.

¡°Sometimes international students are not clear about what 바카라사이트 rules are and what 바카라사이트 expectations are when 바카라사이트y come to 바카라사이트 UK,¡± he said. ¡°[And] for some international students, despite 바카라사이트 tests that 바카라사이트y have to go through, English is a challenge for 바카라사이트m.¡±

Universities are not solely to blame for 바카라사이트 issue, since Mr Behrens said it was a ¡°matter of record¡± that 바카라사이트re was ¡°fraud¡± in 바카라사이트 language testing system.

But he said that action needed to be taken, and not just for 바카라사이트 sake of international recruits.

¡°If you are going to charge people for a service, it¡¯s unfair to domestic students to have in 바카라사이트 class people who can¡¯t speak English,¡± Mr Behrens said. ¡°I¡¯m aware from my visits ¨C I¡¯ve been to 100 universities, I¡¯ve talked to every students¡¯ union 바카라사이트re ¨C that this is an issue.¡±
