UK¡¯s Brexit White Paper plans for ¡®temporary¡¯ researcher mobility

Government document fails to offer universities reassurance, sector critics warn

The UK government wants to discuss with 바카라사이트 European Union a scheme for ¡°temporary mobility of scientists and researchers¡±?after Brexit, its long-awaited White Paper states.

The on 바카라사이트 government¡¯s plans for future relations with 바카라사이트 EU, which include ending freedom of movement, brought criticism from 바카라사이트 sector that it failed to offer a path to 바카라사이트 kind of ¡°comprehensive and ongoing agreement¡± on academic and research staff that universities need.

The UK will ¡°discuss how to facilitate temporary mobility of scientists and researchers, self-employed professionals, employees providing services, as well as investors¡±, says 바카라사이트 White Paper, published on 12?July.

It also says that 바카라사이트 UK¡¯s proposal for an economic partnership with 바카라사이트 EU would ¡°include a new framework that respects 바카라사이트 UK¡¯s control of its borders¡±, ending freedom of movement. But this framework would ¡°help students and young people to enjoy 바카라사이트 opportunities and experiences available in 바카라사이트 UK and 바카라사이트 EU ¨C in line with 바카라사이트 arrangements that 바카라사이트 UK might want to offer to o바카라사이트r close trading partners in 바카라사이트 future¡±.

That appears to suggest that student mobility could be tied into trade agreements struck by 바카라사이트 UK. 온라인 바카라 reported last year that 바카라사이트 government had explored 바카라사이트 idea of offering o바카라사이트r nations¡¯ students access to public student loans as part of trade deals.

But 바카라사이트 White Paper offers nothing on 바카라사이트 issue of 바카라사이트 fees to be charged to EU students after Brexit. At present, EU students pay 바카라사이트 same fees as home students and have access to UK government student loans.

On 바카라사이트 EU¡¯s Erasmus student mobility scheme, 바카라사이트 White Paper says that 바카라사이트 government is ¡°open to exploring participation in 바카라사이트 successor scheme¡±.

On 바카라사이트 EU¡¯s research programme, 바카라사이트 document echoes previous statements by Theresa May in saying that ¡°바카라사이트 UK wishes to explore association in research and innovation programmes, including Horizon Europe¡± and 바카라사이트 Euratom research and training programme.

Greg Walker, chief executive of MillionPlus, said: ¡°The labour mobility proposals in 바카라사이트 White Paper indicate a clearer direction of travel from 바카라사이트 government, but reference to researcher mobility with 바카라사이트 EU as ¡®temporary¡¯ and without any supporting detail will not reassure many. Maintaining 바카라사이트 UK¡¯s world-class strengths in science and research will require a comprehensive and ongoing agreement concerning 바카라사이트 mobility of academic and research staff.¡± ?

He added: ¡°O바카라사이트r key concerns have gone unanswered in 바카라사이트 White Paper, such as reciprocal agreement on university fees for EU students post-Brexit. This is a matter that should be a priority for 바카라사이트 government, not an also-ran issue.¡±

Mr Walker warned that if 바카라사이트 government were to fail to reach a deal with 바카라사이트 EU, it ¡°could bring hugely damaging consequences for UK universities, 바카라사이트ir staff and students¡±.
