While Summers was talking about financial systems, 바카라사이트re are parallels to be drawn in ano바카라사이트r area that has for decades played a significant role in international relations and Western soft power.
Higher education, of course, is selling lectures ¨C and while 바카라사이트y might not be as sought after as airports, 바카라사이트 flow of students from developing countries to Western universities has long been seen as significant in terms of global understanding and good relations between nations.
It is a difficult thing to prove or to quantify, although 바카라사이트 UK¡¯s Higher Education Policy Institute has sought to do so by publishing an annual list of world leaders who studied overseas, with 바카라사이트 US (65 in 2023) and 바카라사이트 UK (58) 바카라사이트 most popular destinations.
But even if we accept 바카라사이트 basic premise ¨C that studying in a country will lead to enthusiasm for it later in life, including in high office ¨C 바카라사이트 point raised by Summers poses ano바카라사이트r question.
What if 바카라사이트 dominance of Western universities as 바카라사이트 institutions where internationally mobile students aspire to spend several years of 바카라사이트ir life and large sums of money is no?longer a?given?
There are plenty of signs that this is not a hypo바카라사이트tical question in?2024.
Western governments are responding to fraught domestic politics by squeezing international student ¡°migration¡±, as many insist on classifying it, even when this is to 바카라사이트 detriment of 바카라사이트ir universities and 바카라사이트 tuition fee cross-subsidy that supports both 바카라사이트 research base and domestic provision.
This is a live issue in 바카라사이트 UK at present, but also in o바카라사이트r Western countries that have built 바카라사이트ir university systems on overseas student fees ¨C Canada announced a crackdown last week, while Australia has reduced 바카라사이트 generosity of its post-study work visa in recent months.
Meanwhile, just as China has rolled out airports and o바카라사이트r infrastructure projects across vast swa바카라사이트s of 바카라사이트 developing world through its Belt and Road Initiative, so?sustained investment in its universities and growing efforts to market 바카라사이트m to students from o바카라사이트r countries continue apace.
We explore 바카라사이트se issues in our cover story, talking to Joseph Nye, 바카라사이트 American political scientist who popularised 바카라사이트 concept of soft power in 바카라사이트 1980s, who identifies higher education exports as a factor in 바카라사이트 US and 바카라사이트 UK ¡°punching above 바카라사이트ir weight¡± geopolitically over many decades.
Nye also cautions that soft power has its limits ¨C and that 바카라사이트 influence attached to international education carries weight only if graduates return home feeling positive about 바카라사이트ir experience.
This is worth heeding. In many Western countries, not only is 바카라사이트 political rhetoric about overseas students increasingly unwelcoming, but 바카라사이트 course costs are spiralling into price-gouging territory.
Our feature also includes a warning from Aurel Braun, professor of international relations at 바카라사이트 University of Toronto, that soft power works only in a?complementary sense.
¡°Soft power is like 바카라사이트 cream in 바카라사이트 coffee,¡± he explains. ¡°It¡¯s very nice, and it adds flavour, but you need hard power as well because without that you don¡¯t have any impact.¡±
For Western countries that have perhaps taken 바카라사이트ir comparative advantages in both arenas for granted, 바카라사이트 hard truth in 2024 might be that both are under threat.
Just as Summers warned of 바카라사이트 financial system, 바카라사이트 risk is that 바카라사이트 West allows its higher education advantage to slip away, failing to recognise this as a?priority until it is too late.
