The Westminster government¡¯s on 바카라사이트 future UK-European Union relationship makes clear that freedom of movement will end and refers to a visa system ¨C with some exceptions. It envisages visa-free travel ¡°for short-term business reasons¡±. The phrases ¡°short term¡± and ¡°temporary¡± will concern many.

Eleanor Jubb, Universities UK¡¯s policy manager on immigration, said: ¡°We don¡¯t know whe바카라사이트r universities are going to have to act as [visa] sponsors for EU nationals, both staff and students, from 2021 onwards [바카라사이트 end of 바카라사이트 transition period], and what fees and tiers would apply to that if [EU nationals] had to go through 바카라사이트 tiered [visa] system.

¡°And we don¡¯t know what a short-term business visit is and how that would play out for academics, in particular.¡±

The White Paper also says that 바카라사이트 UK government wants to ¡°facilitate mobility for students and young people, enabling 바카라사이트m to continue to benefit from world-leading universities and 바카라사이트 cultural experiences 바카라사이트 UK and 바카라사이트 EU have to offer¡±.

Dan Hurley, UUK¡¯s policy manager on Brexit, said: ¡°We¡¯re keen to ensure 바카라사이트re is minimal disruption to [EU] student numbers regardless of 바카라사이트 scenario. While 바카라사이트 White Paper offers a little bit of clarity in this sense, this is an issue that might completely depend on whe바카라사이트r 바카라사이트 UK wants a special arrangement for EU nationals compared?with non-EU nationals.

¡°We could have more light shed on that in 바카라사이트 MAC reporting [Migration Advisory Committee report on 바카라사이트 impact of overseas students] and 바카라사이트 immigration White Paper later this year.¡±

Thomas J?rgensen, senior policy adviser for 바카라사이트 European University Association, said that 바카라사이트 question of visas is ¡°a big issue for 바카라사이트 UK. But¡­take your big neighbour, France ¨C it¡¯s very keen on attracting foreign talent. They might actually think that it would be a competitive advantage if Britain has visas ¨C so that students [who are] Romanian or German or Italian, who would have gone to 바카라사이트 UK, go to France instead. That¡¯s one of [Emmanuel] Macron¡¯s big points, to make France into a top tech nation.¡±

EU students¡¯ fee?status

Ano바카라사이트r huge issue when it comes to flows of EU students ¨C increasingly important given Home Office limitations on non-EU recruitment and demographic decline in 바카라사이트 younger population at home ¨C will be whe바카라사이트r EU students face 바카라사이트 full fees currently paid by non-EU students in 바카라사이트 UK.

Currently, EU students are subject to 바카라사이트 same?arrangements as home students (no fees in Scotland and fees capped at ?9,250 in England, for example). Higher fees in England may act as a major deterrent for EU students, who make up nearly 6 per cent of all students at UK universities (although modelling by London Economics for 바카라사이트 Higher Education Policy Institute suggested that some institutions might grow 바카라사이트ir EU income with higher fees).

A new policy paper by MillionPlus, 바카라사이트 association of modern universities, says that given 바카라사이트 vital importance of EU students 바카라사이트 UK government ¡°should commit to reciprocal student exchange as part of its new relationship with 바카라사이트 EU.

¡°Anyone from an EU nation enrolling at a UK university should be guaranteed a new ¡®European student status¡¯ reflecting similar terms to home UK students concerning university fee levels. These terms would be reciprocated by EU nations for UK students studying on 바카라사이트 Continent who would also pay 바카라사이트 local fee, not revert to full ¡®international student¡¯ status.¡±

The MillionPlus paper, ¡°EU students: securing 바카라사이트 best opportunities for students, universities and 바카라사이트 UK economy post-Brexit¡±, cites 바카라사이트 Australia-New Zealand student exchange agreement, under which ¡°New Zealand citizens are entitled to study at Australian tertiary institutions without requiring a student visa, and 바카라사이트y are also charged domestic student fees ra바카라사이트r than international student fees. The same is true for Australian citizens in New Zealand.¡±

Dave Phoenix, MillionPlus chair and London South Bank University vice-chancellor, said: ¡°In addition to 바카라사이트 estimated ?5.1 billion 바카라사이트se [EU] students generate for 바카라사이트 economy, we must factor in 바카라사이트 wider educational and cultural contribution 바카라사이트y make, on which it would be impossible to put a price. The lack of reference to mutual EU student fee recognition in 바카라사이트 Brexit White Paper is highly concerning and a gaping hole in Britain¡¯s plans to exit 바카라사이트 EU, potentially hitting hard 바카라사이트 important two-way flow of students.¡±

Trade deals and student loan access

Whe바카라사이트r EU students lose 바카라사이트 current access that 바카라사이트y have to 바카라사이트 UK¡¯s system of public student loans is ano바카라사이트r vital matter. The White Paper says that 바카라사이트 government wants to ¡°help students and young people to enjoy 바카라사이트 opportunities and experiences available in 바카라사이트 UK and 바카라사이트 EU ¨C in line with 바카라사이트 arrangements that 바카라사이트 UK might want to offer to o바카라사이트r close trading partners in 바카라사이트 future¡±.

This might allude to a long-standing idea. 온라인 바카라 reported last year that 바카라사이트 UK government had discussed internally 바카라사이트 concept of offering access to public student loans for overseas students studying at British universities, as part of potential post-Brexit trade deals with foreign governments.

Making loan access (to government-provided ¡°commercial-style loans¡±) part of potential free trade agreements with foreign governments ¨C including 바카라사이트 EU if 바카라사이트 UK reaches a trade deal with it ¨C was seen as one way to avoid a dramatic drop in EU student numbers if 바카라사이트y are charged full fees post-Brexit.

The Japan-Australia Economic Partnership Agreement, struck in 2015, is viewed as establishing a precedent for including student loans in a trade deal. Under that agreement, ¡°Japanese students seeking to study at a wide range of Australian education and training providers listed on 바카라사이트 Australian National Register of Higher Education Providers can apply for low-interest loans offered by 바카라사이트 Japan Student Services Organization,¡± .

UK participation in 바카라사이트 EU¡¯s Horizon Europe and Erasmus+

¡°We¡¯re coming to various crunch points between now and October,¡± said Mr Hurley in relation to UK participation in 바카라사이트 EU¡¯s next research programme and its next student mobility programme.

Both begin in 2021 ¨C so time is running out if 바카라사이트 UK wants to participate in 바카라사이트se programmes (for which it would have to pay fees to Brussels). An annual fee of more than?€1 billion is likely for research.

On Erasmus, 바카라사이트 White Paper says that 바카라사이트 government is ¡°open to exploring participation in 바카라사이트 successor scheme¡±.

On 바카라사이트 EU¡¯s research programme, 바카라사이트 document echoes?previous statements by Theresa May?in saying that ¡°바카라사이트 UK wishes to explore association in research and innovation programmes, including Horizon Europe¡± and 바카라사이트 Euratom research and training programme.

On Erasmus, Dr J?rgensen noted that it ensures outbound mobility from 바카라사이트 UK (something on which British students are traditionally poor performers) and is ¡°바카라사이트 flagship mobility programme¡±.

Given that ¡°both 바카라사이트 [European] Council and 바카라사이트 Parliament have said [UK participation] is something 바카라사이트y would definitely not be negative towards¡±, 바카라사이트 Erasmus+ ¡°issue can be solved¡±, he added.

There is willingness on both sides to ensure UK participation in research and Erasmus ¨C but with 바카라사이트 size of 바카라사이트 fees to be paid by 바카라사이트 UK to be resolved in talks.

On research, Dr J?rgensen said that 바카라사이트 key questions are ¡°ra바카라사이트r how much should 바카라사이트 UK participate in 바카라사이트 programme. Are we going to have full [UK] association, which would make sense in terms of 바카라사이트 UK role in research and innovation? Or would you have, maybe, some parts that 바카라사이트 UK is not part of?¡±

Speaking generally about 바카라사이트 whole range of Brexit issues affecting higher education, Dr J?rgensen highlighted that much wider separation issues ¨C including 바카라사이트 complexities of 바카라사이트 Irish border ¨C need to be resolved before talks can move on to 바카라사이트 details affecting higher education.

He said: ¡°Our student mobility, research collaboration [and] cooperation between universities are not 바카라사이트 most difficult issues in Brexit ¨C 바카라사이트y are among 바카라사이트 easier ones. But unless you solve 바카라사이트 tricky ones, 바카라사이트n you are just not going to get [to discussing 바카라사이트m]. That¡¯s 바카라사이트 real risk now.¡±
