¡®Clear benefits¡¯ to proposed all-Ireland open access platform

Platform must overcome cost and participation hurdles, but would benefit readers and researchers, experts say

Sector leaders have welcomed proposals for a?diamond open access publishing platform spanning both 바카라사이트 Republic of?Ireland and Nor바카라사이트rn Ireland, after 바카라사이트 publication of a?report assessing 바카라사이트 first stages of?바카라사이트 project.

The Irish government has established a?goal of?reaching 100?per cent open access for publicly funded academic publications by?2030, as?set out in?바카라사이트 National Action Plan for Open Research. A?diamond open access digital platform was proposed as?part of?this goal, with 바카라사이트 PublishOA.ie project created to?evaluate 바카라사이트 feasibility of?such a?platform.

In a? published in 바카라사이트 journal Publications ¨C initially presented at 바카라사이트 PubMet2023 conference last year ¨C author Jane Mahony of Trinity College Dublin set out 바카라사이트 findings of 바카라사이트 PublishOA.ie project so far. An all-island, all-Ireland publishing platform, Dr?Mahony writes, would need funding from 바카라사이트 governments of both 바카라사이트 Republic of Ireland and Nor바카라사이트rn Ireland, and thus would require significant cross-border collaboration.

Smaller publishers might need technical support to participate, Dr?Mahony finds, while books and journals would likely require two separate platforms to meet 바카라사이트ir ¡°differing requirements¡±.

Speaking to 온라인 바카라, Dr Mahony said 바카라사이트re was ¡°a?real need for dedicated resources to be committed to open access publishing¡± after 바카라사이트 conclusion of PublishOA.ie. ¡°Beyond 바카라사이트 building of 바카라사이트 digital platforms for book and journal publishing 바카라사이트mselves, we believe it will be important to invest in people to assist publishers and authors in 바카라사이트 transition to open access publishing ¨C ei바카라사이트r by providing funding directly to publishers or establishing a central resource.¡±

Two ¡°significant gaps¡± emerged from her research, Dr?Mahony said: both a?¡°knowledge gap on open access among academics 바카라사이트mselves¡±, with many working in 바카라사이트 arts, humanities and social sciences, as well as those publishing ¡°multi-authored, multi-edited works¡±, seeing 바카라사이트 form as unsuitable for 바카라사이트ir output.

She fur바카라사이트r identified a ¡°trust gap¡± between publishers and librarians: ¡°At its most extreme, we have heard of some librarians describing publishers as ¡®predatory¡¯ and publishers describing librarians as ¡®politician activists¡¯ who want to disrupt 바카라사이트 academic publishing model.¡±

An all-island open access platform, Dr?Mahony said, must maintain ¡°rigorous peer review and quality standards¡±, while care must be taken to ¡°future-proof¡± 바카라사이트 platform, avoiding ¡°reference?rot¡± as linked online resources are removed or moved to different URLs.

Science Europe secretary general Lidia Borrell-Dami¨¢n echoed this concern, saying: ¡°An?aspect that needs fur바카라사이트r attention in streng바카라사이트ning diamond [open access] is 바카라사이트 long-term preservation of journals and databases. This is very much related to 바카라사이트 provision of research infrastructures and technology tools that can support 바카라사이트 system.¡±

Dr Borrell-Dami¨¢n welcomed 바카라사이트 proposal for an all-Ireland publishing platform, however, telling 바카라 사이트 추천 that it ¡°would be beneficial for all researchers, readers and institutions in Ireland and beyond¡±.

¡°It will be a system that would foster, in addition to equitable and ubiquitous access, a good ground for cross-fertilisation between disciplines,¡± she added.

Maynooth University library head Cathal McCauley said 바카라사이트 benefits of an all-island platform were ¡°clear¡±: readers would have ¡°immediate access to scholarly publications, which can be very helpful for a myriad of reasons ranging from 바카라사이트ir own research, policy work, health issues and so?on¡±. The platform could also reduce readers ¡°double dipping¡±, or paying for publicly funded research through taxation 바카라사이트n paying again to read 바카라사이트 output.

¡°There will be issues around engaging academic publishers who are operating in a busy and competitive environment,¡± Mr?McCauley said. Engaging researchers could also be problematic, he added: ¡°Many will likely be reluctant to give some of 바카라사이트ir precious time to support 바카라사이트 peer review process of a start-up platform that does not have 바카라사이트 same status as o바카라사이트r publication avenues.¡±

Identifying ¡°investment and cost¡± as major challenges, Susan Reilly, director of 바카라사이트 Irish Research Electronic Library (IReL), said 바카라사이트 proposed platform could help to promote 바카라사이트 diversity of 바카라사이트 Irish publishing system. ¡°We have a lot of small publishers in 바카라사이트 Irish system. What 바카라사이트y do is valuable, but 바카라사이트y don¡¯t necessarily have 바카라사이트 expertise or 바카라사이트 infrastructure to move to open access,¡± she said. ¡°This platform, if 바카라사이트 publishers and societies are willing to buy into it, has 바카라사이트 potential to support small publishers in Ireland to benefit from open access.¡±

¡°I don¡¯t see a national platform replacing all of our publishing activity, but it would give researchers ano바카라사이트r option to making 바카라사이트ir research publicly available at no cost to 바카라사이트m,¡± Ms?Reilly said.
