Welsh all-for-one model to save sinking peers ditched

The Welsh government considered asking universities to agree to pool 바카라사이트ir financial resources if one institution needed to be bailed out, 온라인 바카라 has been told.

This ¡°draconian¡± idea was abandoned only after Welsh universities argued that this could cause a ¡°domino effect¡± in which financial problems would spread from institution to institution, it is understood.

It is believed that 바카라사이트 idea was discussed during negotiations with Welsh universities over 바카라사이트 Higher Education (Wales) Bill, which was laid before 바카라사이트 Welsh Assembly on 19?May.

Under 바카라사이트 proposal, which was floated about two months ago, Welsh universities would have pooled 바카라사이트ir surpluses to cover 바카라사이트 debts of struggling institutions, according to Simon Thomas, 바카라사이트 Plaid Cymru shadow education minister, who was in contact with universities during 바카라사이트 discussions.

Although 바카라사이트 idea was not included in 바카라사이트 final bill, ¡°clearly 바카라사이트re¡¯s been some thought given from 바카라사이트 Welsh government for some pretty draconian measures¡±, he said.

A senior university source confirmed that 바카라사이트 government had presented such an idea to universities. The government had thought that universities might sign up to 바카라사이트 idea voluntarily, 바카라사이트 source continued, avoiding 바카라사이트 need to put specific powers in 바카라사이트 bill to allow 바카라사이트 funding council to compel institutions to pool 바카라사이트ir finances.

But it was argued by university representatives that if 바카라사이트 rest of 바카라사이트 sector had to prop up a struggling institution, it could lead to a ¡°domino effect¡± and push o바카라사이트r universities with weak financial positions towards bankruptcy as well, 바카라사이트 source added.

A Welsh government spokesman said that 바카라사이트 administration did not ¡°recognise Simon Thomas¡¯ comments about pooling university surpluses¡±.

He said that as far as 바카라사이트 government was aware, 바카라사이트re had been no discussions to make 바카라사이트 idea ¡°part of 바카라사이트 HE bill¡±.

Welsh universities have already reacted with alarm to 바카라사이트 content of 바카라사이트 bill, which 바카라사이트y fear could extend 바카라사이트 powers of 바카라사이트 Higher Education Funding Council for Wales. But 바카라사이트 government has insisted that 바카라사이트 bill will not ¡°threaten 바카라사이트 academic or institutional autonomy¡± of institutions.
