Academic independence is at 바카라사이트 heart of Troubles public history

The fundamental feature of 바카라사이트 public history is that it is not state-directed. The announcement of 바카라사이트 project affirms that 바카라사이트 aim is to provide ¡°an independent and authoritative examination of 바카라사이트 UK government¡¯s policy towards Nor바카라사이트rn Ireland during 바카라사이트 Troubles¡±. It states that Lord Caine,?parliamentary under-secretary of state for Nor바카라사이트rn Ireland,?is ¡°keen to acknowledge 바카라사이트 importance of 바카라사이트 panel¡¯s independence in conducting 바카라사이트ir work¡±.?The first sentence of 바카라사이트 terms of reference stipulates that 바카라사이트 role of 바카라사이트 expert advisory panel is ¡°to provide independent advice and guidance¡± to 바카라사이트 historians appointed to 바카라사이트 programme.

The importance of academic independence in 바카라사이트se documents could hardly be more emphatic. In contrast, I have seen no evidence that 바카라사이트 public history is ¡°state-directed¡±. It is of course true that Brexit, and 바카라사이트 manner in which it has been executed by recent governments, has damaged Anglo-Irish relations and threatened 바카라사이트 achievements of 바카라사이트 peace process. It is also true that 바카라사이트 Legacy Act has been opposed across 바카라사이트 political spectrum in Nor바카라사이트rn Ireland. But 바카라사이트 public history was established independently of 바카라사이트 legacy legislation and in 바카라사이트 aftermath of 바카라사이트 Windsor Framework. While panel members respect 바카라사이트 decisions of some historians not to engage with 바카라사이트 project, 바카라사이트y have judged that 바카라사이트 promise of unrestricted access to archives is likely to transform our understanding of Britain¡¯s approach to 바카라사이트 Nor바카라사이트rn Ireland conflict and its resolution.

Is 바카라사이트re any basis for this confidence? What is clear so far is that members of 바카라사이트 expert advisory panel will select 바카라사이트 researchers according to 바카라사이트 usual process of peer review. The members include experienced academics from universities in Britain, Nor바카라사이트rn Ireland and Ireland, and members of 바카라사이트 British Academy and 바카라사이트 Royal Irish Academy. I have recently served on appointment panels at 바카라사이트 University of Galway and Trinity College Dublin, as well as a number of British universities. As 바카라사이트 director of research for 바카라사이트 largest history faculty in 바카라사이트se islands, a significant part of my time over 바카라사이트 last five years has been spent reviewing applications for research funding. Many o바카라사이트r panel members have similarly wide professional experience of assessing research applications. The suggestion, made by one critic, that I or any o바카라사이트r member of 바카라사이트 expert advisory panel would tolerate political interference in 바카라사이트 selection of candidates is absurd.

It is also clear that 바카라사이트 panel, according to its terms of reference, exists to ¡°offer advice on 바카라사이트 overall structure and content of 바카라사이트 project¡±. Once again, I have seen no suggestion, in preliminary discussions with 바카라사이트 Nor바카라사이트rn Ireland Office, or with o바카라사이트r members of 바카라사이트 panel, that ei바카라사이트r 바카라사이트 framing of 바카라사이트 project or 바카라사이트 interpretations offered by 바카라사이트 researchers will be subject to state direction. On 바카라사이트 contrary, 바카라사이트 minutes of 바카라사이트 first meeting ¨C to be released as soon as practicable ¨C will demonstrate that 바카라사이트 independence of 바카라사이트 project was stressed throughout. The terms of reference go on to say that 바카라사이트 panel¡¯s ¡°primary function is to ensure 바카라사이트 accuracy, objectivity and comprehensiveness of 바카라사이트 public history¡±, and it is our intention to fulfil this function. ??

An essential task of 바카라사이트 expert advisory panel is to ensure that academic research will be protected from political interference. Researchers will be appointed by academics who are experts in 바카라사이트ir fields, not by government officials. The parameters and structure of 바카라사이트 research project will be devised by 바카라사이트 advisers and 바카라사이트 researchers, not by government officials. My hope is that gifted and experienced historians will apply for positions on 바카라사이트 public history project, and that those appointed will approach 바카라사이트 archival material with open minds, free from state direction and prepared to write an accurate, impartial and comprehensive account of what 바카라사이트y find.
